Meeting Minutes
November 21st, 2024 06:00 PM at East Missoula Fire Department
Roll Call: Dusty Deschamps, Meggan Quigley, Michael Bushey, Cyndie Winchell, Paula Niccum
Approval of Minutes: Dusty made a motion to approve the minutes draft posted on the site, Cyndie seconded. Motion carried and minutes approved.
Financial Information: Meggan read the financial report for October. Brennan is doing a great job and all bills are paid on time with no late fees. Some users are in excess of 90 days behind on their water bill. They will be sent a letter and then Cyndie will make a follow up call before we have to shut them off as required by our ordinances.
Public Input: None.
Old Business: Project Update
The well pumps have been replaced. Engineers recommended installing additional equipment to reduce wear and tear on the pumps and piping. One option cast $30,000 which was beyond our resources. The other was to install flow restrictors and cost $3000. Our engineers assured us that the $3000 solution would be effective. Paula made a motion to approve the $3000 option, Dusty seconded, motion carried and approved.
The board discussed placing barriers around the French drains at the well house to keep people from driving over them.
Amy is looking for a new chlorinator and ozone water (leak) detector to purchase.
Illegal water hookups on the system have been corrected. Dusty drafted property easments for each property owner affected by the repairs.
New Business:
Resolution 2024-09 ARPA draw request #16 to compensate Chris Rate/Ground Breaking Construction for correcting the illegal hookups. Dusty made a motion to approve, Paula seconded, motion carried and resolution approved.
Resolution 2024-10 Donation to East Missoula Fire station- Dusty made a motion to donate $350.00 to the East Missoula Fire Department for use of their facility as a meeting place. Paula seconded, motion carried and resolution approved.
Resolution 2024-11 Director Compensation- Michael made a motion to compensate all directors $30.00 for each meeting attended during fiscal year 24. Dusty seconded, motion carried and resolution approved.
