Sunny Meadows Missoula County Water and Sewer District

Meeting Minutes

April 25th, 2024 06:00 PM at East Missoula Fire Department

Roll Call:  Cyndie Winchel, Michael Bushey, Meggan Quigley, Paula Niccum, Dusty Deschamps

Andy Mefford, Sunny Meadows Water System operator met with for an annual review of system operations and recommendations.  We met with him first and then resumed the usual order of business.

  • We discussed posting the annual yearly testing report on our website and on the well lot posting cabinet rather than mailing it out.
  • We discussed alternatives to solve the shared water line connection we recently discovered on the hill.  Amy Deitchler (Great West) is investigating options for us.
  • We also discussed making sure there are no other shared water lines or un-metered hookups in the system.  The board will survey all users, gather information and then determine what steps need to be taken.  Suggested survey qyestions could include:
  • “Is your hose bib metered?  Do you have an alternate source of water and if so, does it connect to our system?  Is your hose bib or free standing spigot frost free?”

Approval of Minutes:  Cyndie made a motion to approve the minutes, Dusty seconded.  Motion carried, minutes approved.

Financial Information:  March financial report read.  Cyndie made a motion to approve, Michael seconded.  Motion carried, financial report for March approved.

Old Business:

Project Update:

We are hoping Amy can speak to the DEQ about system upgrades.  She is still looking for a mapping service to map out all of the water lines in our system.

All work has been completed by Trenchless.  Excavator is going to install a culvert in front of the gate at the wellhouse, fill in the low spot at the well house lot and pour a pad in front of the building door.  At the booster station he will pour a pad for a generator aand continue to determine the best way to repair the storage tank drain vault line.  Landscape repair at the O’Connor home is done.

Cyndie has had all of the locks and doors re-keyed and one key works for all of them.

Cyndie followed up with Ferguson after they invoiced us for software services billed before we had all of our meters installed and were able to train, test and use the software.  She negotiated with them and our software contract is from Feb 2024 to Feb 2025.

Generator for the booster station- Sources of power for a generator are still under consideration.  We want to avoid diesel if possible.  Natural gas or solar are possibilities.

Solar panels for the system are still under consideration for the future.

SOW documents for contracted positions still ongoing.  Julissa has some input she wants to give.

The board is planning to do a meter reading training with all of the board in June.

New Business:

Cyndie has updated the SAM.gove website for the district for the year.

Resolution 2024-02 ARPA Draw #13 To pay Great West Engineering, Ferguson Waterworks, Michael Lilley, Mikelson Plumbing and Heating and Trenchless Solutions for work performed on the system upgrade to date.  Motion to pay made by Meggan, Seconded by Michael.  Motion carried, resolution approved.
