July 5, 2007
Board Members Present: Mike Lilley, Tom Walter, Cyndie Winchell, Mike Huber, and Bill
Engelstad
Also Attending: Kevin Cook, Jim Harrison, and secretary, Joan Kuehn
1. Roll Call
a. President, Mike Lilley, called the meeting to order at 7:12P.M. All board members were
present.
2. Approval of Minutes
a. Bill moved, Mike H. seconded*** and the minutes from June 7, 2007 were unanimously
approved.
3. Financial Information
a. Cyndie reported. Our budget this year is doing OK. A large transfer was completed. The
present total assets = $49,585.27.
b. Revenue
i. The district has received 273.4% of budget
ii. $ 54,037.41 Total revenue
c. Expenses:

e. Discussion
i. Cyndie detailed payments the district made.
ii. Josie has noted that $ 103.31 in late fees are expected.
iii. Mike H. asked about and credit was granted to Tom Carroll, the gentleman who
mows the common area.

v. Cyndie reported the lab services amount for this year went over 100%.
f. Mike H. moved/Tom seconded *** and the financial report was accepted unanimously.
4. Public Input
a. Bill has notified Mike Nelson and requested that he mow the drain field.
b. Josie found two non-working water meters.
c. Cyndie visited one home, but was denied entry to read an indoor water meter. Policy will
be followed.
d. Bill will investigate a complaint/concern of an odor near one home.
5. Old Business
a. Bond Election
i. There are 119 voters in the district. NINETY (90) voted…THANK YOU!!!
ii. Cyndie brought the paperwork from the courthouse.
iii. With 75.63% of the votes cast, a UNANIMOUS 90-0 vote passed the bond election.
iv. Resolution 2007-11 canvassed the vote for accuracy. Tom moved, Bill
seconded*** and it passed unanimously.
b. November Election
i. Three (3) board members have terms ending in January 2008…Tom, Mike H., and
Bill.
ii. If exactly three people run, no election is needed which will save the district money.
iii. Filing for the four-year terms can happen now through August 23rd. Current board
members were encouraged to think about if they would like to consider still serving.
iv. Five (5) signatures from fellow Sunny Meadows voters are needed in order to run.
v. New board members are welcome.
c. Fiscal Year Budget
i. Resolution 2007-8 Bill moved, Mike H. seconded***, and an amended budget was
approved unanimously. The entire budgeted amount for this year was included.
ii. Cyndie asked about how payments will be made with the new grant. Mike L.
responded every six months.
6. New Business
a. Contracts
i. Missoula County has a contract with Great West engineering. The Missoula
County portion must be assigned to the district in order to proceed with the project.
Resolution 2007-10 was moved by Bill, seconded by Cyndie***, and unanimously
passed to accept the contract with Great West Engineering.
b. Extended contract
i. The contract with Great West was amended to specify the exact amounts of $15,000
for grant administration and $93,500 for engineering, a total of $108,500.
ii. Fire Hydrants
Bill inquired about the fire hydrant. Mike L. said Craig sent him an email
today that implied as soon as the contract is signed, he will look into if this
repair can happen this year. Mike was grateful he had not forgotten.
iii. Resolution 2007-9 Treasure State Endowment Program (TSEP) Tom moved,
Mike H seconded***, and a unanimous vote passed the extension.
c. Health Advisory
i. Tom asked why he smells chlorine in his water again.
ii. Discussion
1. The board had a long discussion about what caused a few more water tests
failed and the amount of water lost is still not considered a leak by mountain
water’s calculations. There was speculation that we are not drinking
different water, but instead getting far more accurate tests now. None of the
measurements are very extreme and there is no boil order. As little as 1
teaspoon of dirt in an open spot can cause these results.
2. An insurance bill for the district arrived today. Cyndie will give it to Josie.
7. Adjournment At 8:40 P.M., Bill moved / Mike H. seconded, and the meeting unanimously adjourned.
