Sunny Meadows Missoula County Water and Sewer District

Meeting Minutes

September 25th, 2025 06:00 PM at East Missoula Fire Department

Roll Call:  Cyndie Winchell, Paula Niccum, Dusty Deschamps, Meggan Quigley.  Financial Manager/Meter Reader Robbie Ludeman and Water Operator/System Manager Tami Quinn also attended.

Approval of Minutes:  Dusty made a motion to approve the minutes, Meggan seconded.  Motion carried and minutes were approved.

Financial Information:  Financial reports have been received from the county but the new format reports are sketchy, incomplete and confusing.   Tabled until next meeting.  Dusty suggested meeting with County to address the problems as we are not the only government board who is having issues.

Public Input: None.

Old Business:

1.  Project Update-  Tami reported that Amy Deitchler, our engineer is still working to solve the performance issue on well pump #2.  Nick Close (Great West) is coming to work with Tami on pump #2 on October 8th.  

The tank inspection went really well, some corrosion was found.

The Sanitary Survey will be done October 9th.

All lead and copper results but one are in.

Coliform test results are good.

Tami is working on the sewer line manhole that needs to be raised.  The man hole cover is on the Reigard property at 4400 Edgewood.  We also need to complete the camera work and jet cleaning of the lines that was paused in November 2021.  The works will be scheduled for next spring.

Tami suggested one more mowing of the well lot and septic field.

2. Telemetry bids and issues:  Tami has been looking at Omni site Telemetry and think it is one good option.  The board has also received a bid from Mission Communications SCADA System, it is expensive.  Still waiting for another bid.

3.  ARPA Compliance Review:  ARPA review determined that we need to add conflict of interest language to our by-laws and job descriptions. Our compliance review stated we need to add conflict of interest to bylaws and job descriptions.

4.  Discussion of financial state and possible rate increase. We have had no rate increase since 2010.  Discussion is ongoing and we hope it will occur this winter.

5.  Sewer line video discussion and follow up:  addressed under item 1 above.

6.  Updated and revised bookkeeper and meter reader contract- Robbie will review but says so far it looks fine to her.

7.  New operator/system manager scope of work and contract- Meggan will write up the document.

8.  Review meter readings-  Cyndie and Tami will go to read meters at the homes that have unusual readings to look for and address conditions such as  low water consumption,  leaks, faulty equipment, etc.

9.  Update ordinances and by-laws:  The board plans to combine the update of the bylaws and ordinances to include item number three above, which is our compliance review requiring addition of conflict of interest language.

10.  Michael Harrison suggested the idea of curb stop maintenance information on our website for homeowner use. Curbs top tools are available by contacting a board member or our system Water Operator/Manager.

New Business:

  1.  Missoula County sent a message to our Webmaster about federal disability requirements.  He said they were cost prohibitive.  We may have to shut down our website due to financial constraints.
  2. SMS issues. 
  3. Removal of shed on Well house property and storage boxes- Dusty said he would try to get his skid steer to remove the shed from the property.  The file cabinets have been removed but there are still boxes that need to be moved to the new well building.
