Meeting Minutes
June 26th, 2025 06:00 PM at East Missoula Fire Department
Roll Call: Cyndie Winchell, Meggan Quigley, Paula Niccum, Dusty Deschamps, Michael Bushey
Approval of Minutes: Dusty made a motion to approve the minutes as posted, Michael seconded. Motion carried and minutes approved.
Financial Information: Meggan read the financial report for April. Paula made a motion to approve, Michael seconded, motion carried and financial reports were approved.
Public Input: None.
Old Business:
- System upgrade project- No new activities to report. We received a bid for upgrading our telemetry system, it was expensive. We are waiting for Mike Neeley to get us a second telemetry bid.
- ARPA compliance review- Cyndie worked with Rachel Gemar to complete the review, we received the suggestion that we add conflict of interest language to our ordinances.
- DEQ Water Rights hook up allowance- There have been questions about addition hookups to the system. There are some discrepancies in the legal descriptions between the two water rights documents we have. Cyndie will contact Alice Longacre to see if we can meet with DEQ to discuss them.
- Insurance- Our insurance went up by $3.00 for the year.
- We discussed the state of our finances and whether to initiate discussion of a small rate increase. We have not increased our rates since 2010. Discussion was tabled until the next meeting.
- Sewer line video inspection discussion tabled until next meeting.
- No Parking signs on well lot fence- Cyndie, Paula and Meggan will add more no parking signs to the fence.
New Business:
- Notice from Tom Carrol re: well lot maintenance- The board received notice from Tom Carrol that this would be the last summer he would be able to do our well lot maintenance. He has done mowing, trimming and watering at the well lot for years and been compensated with a $60.00 per month bill credit for the months that maintenance is needed.
- The board is in the process of hiring a water system manager.
Resolutions-
Resolution 2025-02 to pay Bond WRF-23522 for bonds through the DNRC’s Drinking Water State Revolving Fund SRF/WRF program with payment due on or about July 1, 2025, in the amount of $1562.50. A motion to pay the bond was made, seconded, voted on and approved.
Resolution 2025-03 to pay Bond WRF-09128 for bonds through the DNRC’s Drinking Water State Revolving Fund SRF/WRF program with payment due on or about July 1, 2025, in the amount of $3,067.50. A motion to pay the bond was made, seconded, voted on and approved.
Resolution 2025-04- ARPA Draw #19- A motion was made to approve ARPA Draw #19 for payment of Great West Engineering invoice #35102 for $2,491.56; Ferguson Water Works invoice 913571 for $3,700.00; O’Keefe Drilling Company invoice # 25-84-08 for $29,730.25; Great West Engineering invoice #35867 for 988.00; and Great West Engineering invoice #36306 for $456.00 and authorize the District to submit any and all documentation required. A motion to approve was made, seconded, voted on and passed.
Resolution 2025-06- Weed Mitigation and Tank Maintenance- Since hiring a private company was both expensive and unavailable, board member Michael Bushey did weed mitigation and tank maintenance at the booster pump and storage tank lot on the hill. The board resolved to issue a $60.00 water credit to Michael. A motion to approve the resolution was made, seconded, voted on and passed.
Resolution 2025-07- Carroll Well House Lawn Maintenance Compensation- Tom Carroll, a district resident, has assumed responsibility for irrigating, mowing and trimming of the District’s well house property and will be provided a water credit in the amount of $300.00 ($60.00 per month) to the Carroll account for maintenance of the District property. A motion was made, seconded, voted on and passed.
New DEQ PFAS (Per and Polyfluoroalkyl Substances) Monitoring Requirements means we will have to add a new test to our current testing program.
Update of our ordinances and by-laws- this discussion was tabled until the next meeting.

A motion to adjourn was made by Paula and seconded by Dusty. Motion passed and meeting adjourned.
