Meeting Minutes

March 27th, 2025 06:00 PM at East Missoula Fire Department

Roll Call:  Cyndie Winchell, Meggan Quigley, Dusty Deschamps, Paula Niccum, Michael Bushey

Approval of Minutes: Meggan made a motion to approve the minutes and Cyndie seconded.  Motion carried and minutes were approved.

Financial Information:  Meggan read the financial report for February.  Dusty made a motion to approve the report and Paula seconded, the motion carried and financials were approved.

Public Input: None.

Old Business: 

Project update:  O’Keefe should be in next Thursday or Friday to replace the gaskets on the well pumps.

We have heard back from solar contractors and the well lot is too small for solar to be feasible.

Letter to Harrisons-  Dusty has written a letter documenting the agreement made with the Harrisons at the last meeting.  The board read and approved the letter.

Monthly Billing- The discussion of monthly billing is tabled until the next meeting.

Sewer lot Pumping- We pump out the tanks at the sewer lot drainfield every other year and will be doing it this year.

New Business:

  • Andy Mefford attended our meeting and we discussed the following items:
  • Andy has hired and trained a new employee to do our testing and help with our system.  His name is Zach and his phone is 406-303-9678.We discussed the CCR notification dates for lead and copper.  We are in compliance until June 30, when 2024 report will be due.  The board also discussed putting a notice in the monthly bill when the next CCR report is posted on the website.We discussed water testing and pulling samples from a couple of additional homes in case some residents forget to pull their samples.  There  need to be 5 samples from various locations in the system.  We also discussed calling the homes who pull samples the night before so we can remind them to have samples out to be picked up.

    There will be some additional tests needed this year including arsenic, nitrates and phase 2 organic VOC’s.  Some of these test are not required every year but this year they will be.

    We requested clarification of the reasons and amounts of some recent service charges to the district.  The board members and Andy are going to review the Water Operator scope of work agreement.

    We asked Andy if he had any suggestions for work that should be done on the system.  He recommended we continue the work on the sewer system that had begun in 2020.  The lines were jetted and some manhole covers raised to grade at that time, but the lines were never scoped and some manhole covers may still need to be brought up to grade.  This should give us a good idea of the condition of the system.

    Andy also brought up having the tank divers in again to clean the tank, but we decided the sewer system work was a higher priority for this year.

    We also asked Andy if there was anything he would like from us.  He said he would like the “as builts” from everything that was changed during the system upgrade and for there to be informational tags on the new well pumps.  The board agreed to supply these to him.

    We asked him to advise whether we need a chlorinator for the system since the old one is pretty run down.  After discussion we decided we did not need to invest in one at this time.

  • We have a bid for sewer lot mowing and for brush removal at the water tank/booster station lot on the hill and the access road to it.
