Meeting Minutes
February 27th, 2025 06:00 PM at East Missoula Fire Department
Roll Call: Dusty Deschamps, Meggan Quigley, Cyndie Winchell, Paula Niccum, Michael Bushey.
Approval of Minutes: Dusty made a motion to approve the minutes as posted on the website, Cyndie seconded. The motion carried and minutes approved.
Financial Information: Meggan read the financial report from the County for January. A motion was made and seconded to approve the report. Motion carried, report approved.
Public Input: Mike and Barb Harrison came to the meeting to discuss their water leak, system repairs and their own repairs to their water lines. They have replaced the poly pipe lines to their house. Cyndie has been up to check their water use and the repairs multiple times. Chris, the contractor who did the repairs has been to the property with her to check the repairs as well. There was some runoff during wet weather but not determined to be a leak and Chris is planning to come back and back fill after runoff season. The board is working with Barb to address payment for the excess water use during the leak. She agreed to pay an additional $60.00 per month in addition to monthly usage until the balance of the bill is paid, with no interest charged on the balance. Should the property be sold before the balance is paid, the balance will be paid before closure of the property sale. There will be no liens on the property. All of these agreements shall be documented in a letter from the board to Barb. Dusty made a motion to approve the agreement, Paula seconded and motion carried. Dusty will write the letter.
Old Business:
- No new activity on the system upgrade. Still waiting on gaskets for the well field pumps. Still waiting on Solar bid. Received a bid for a new chlorinator.
- SMS issues- Michael is still working on issues with the SMS (text messaging) system for system user notifications. Security requirements for systems are difficult, Michael has found an open source relay app that he says will work with an Android device and his computer. Dusty made a motion to purchase 1 year of unlimited cell service from Mint Mobile to run the app. Cyndie seconded, the motion carried and purchase approved.
New Business:
- Now that the system upgrade enables us to read the meters remotely the board discussed the advantages of changing the billing to monthly for the entire year. We had been reading the meters quarterly during the low water use months of winter. The winter quarterly reading reduced the cost of reading monthly as well as the liability issues if the meter reader were to be injured while reading during snowy and icy conditions. Changing to monthly readings could include earlier leak detection as well as other possible advantages. A motion was made to switch to monthly billing- it was tabled until the next meeting.
- The sewer lot tanks will need to be pumped this year. The contractor who does our mowing can also clear the brush from the booster station area on the hill once per summer.
- Andy the water system operator will attend the meeting in March.
