Meeting Minutes

March 23rd, 2023 06:00 PM at East Missoula Fire Department

Roll Call:  Cyndie Winchel, Meggan Quigley, Dusty Deschamps, Michael Bushey, Paula Niccum

Andy Mefford, System Water Operator attended the meeting so we met with him first before conducting usual and regular business.  He plans to attend the board meeting once per year, probably January to touch base with the board.  We discussed reviewing and updating his contract.  We requested that PCI invoices have more specific details when he provides extra services in addition to the usual, reasonable and customary monthly activities.  This will help the board identify the charges on our financial reports.  We discussed the functioning of the Sewer lot and what functions of that system he would continue to perform.  He has been doing basic pump checks and readings when he is in the area performing other duties.  He will continue to perform those functions.  We discussed hiring Brown’s Septic for system maintenance tasks.  They already perform our tank pumping every other year.  In addition we agreed that it would be good to have them pull the manholes and perform a visual inspection every year, jet clean the sewer lines every three to five years based on the visual inspection, and to tv camera the lines after they have been jetted.  We would also like them to become familiar with the alarm system for the sewer pump house and to be available for call outs to address alarms on the sewer system.

Approval of Minutes:  Dusty made a motion to approve the minutes as posted on the website, Michael seconded, motion carried and minutes approved.

Financial Information:  Meggan read the February report from the county, corrects were made, Paula made a motion to approve, Dusty seconded, motion carried and minutes approved.

Public Input: None.

Old Business:

  • Project update:  The fence bid for the well house lot is in.  
    Ryan with Great West has been in touch with Trenchless Solutions.  Will contact them to get a bid to open up the drain that comes off of the vault from the tank and booster station on the hill.  They are also exploring back up power sources for the system.  
    The board will ask Great West to get a bid to replace the piping on the inside of the well house after two valve failures this winter.  
  • Michael will research an SMS callout system for text notifications that can go out to all users of the system.
  • The Omni Beacon for the Sewer system has been removed, sent for repairs, repaired and re-installed by Gary and Cynde Winchell.  A motion was made by Dusty, seconded by Paula and approved to give Gary Winchell a water credit of $60.00 for work performed on the Omni Beacon.

New Business:

  • Meter and Radio installation- All ordered meters have arrived, some radios are also in.
  • Solar panel bid- The bid has been received, more discussion to follow.
  • Sign duty-  March and April- Dusty
