Meeting Minutes  

March 11th, 2021 06:00 PM at East Missoula Fire Department

MEETING HELD ON ZOOM DUE TO COVID.  Link can be found on home page of website.

Roll Call: Cyndie Winchell, Meggan Quigley, Dusty Deschamps, Michael Bushey, Paula Niccum

Approval of Minutes:  Motion made by Dusty and seconded by Cyndie to v the meeting minutes as posted on the website.  Motion carried, minutes approved.

Financial Information:  Meggan read the financials for January.  Dusty moved to approve, Michael seconded, motion carried & minutes approved.

Public Input: None.  

Old Business:

Storage shed work on hold.

Tank lot clean up on hold

Water ordinance review on hold

New Business:

While researching options for system repairs and improvement, Cyndie contacted Craig Pozega with Great West Engineering, the firm that wrote our original PER (Professional Engineering Report).  Craig came to the meeting to discuss how to proceed with system improvements and funding.  The board would have to take a number of steps including:  

  • update or new PER
  • Analysis of system deficiencies and alternatives to repair and sources of funding for the project(s)
  • Craig said that his firm was very familiar working with the State Revolving Fund, DNRC, DEQ and Tsep to secure assistance with funding.  Since we have an existing relationship with his firm, he offered to help us with funding, planning and grant application, bond elections etc. free of charge.  
  • To get the project completed, the board would have to solicit bids, rank and choose a firm.  The choice would be based on qualifications and price.
  • The board discussed working in coordination with our current system operator, Andy Mefford from PCI.  We agreed to meet with Andy the following week to discuss the project.

Clint Dack from Northwestern Energy spoke to the board about replacing the power line to the storage tank.  They would like to use the road and it may include some improvements.  The option would be to bore the line, it is tougher to do.  This would all be done at no cost to the district, the board will discuss and respond.

Julissa received a form requesting information from the U.S. Census Bureau.  Dusty will request the link from Julissa and follow up.
