Meeting Minutes

November 12th, 2020 06:00 PM at East Missoula Fire Department

MEETING WAS HELD ON ZOOM DUE TO COVID 19.  ZOOM LINK IS AVAILABLE ON HOME PAGE OF WEBSITE.  The Link is a reoccurring link until June.

Roll Call:  Cyndie Winchell, Meggan Quigley, Dusty Deschamps, Paula Niccum

Approval of Minutes:  

Financial Information:  Board discussed August and September financial reports.  There were some questions that Meggan will contact Julisa about. 

Motion to approve postponed until next meeting so questions can be answered before motion to approve.  

Public Input: None.

Old Business:  Sewer project still has not been completed.  Fletcher bill has been reviewed and will be paid.  Other invoices will be paid after they have been reviewed.  Lines have not been photographed yet as of meeting time.  Some complaints were reported to Cyndie who relayed them to Andy Mefford, our system operator.  Paula will try to put photographs of the project from emails on the home page of the site so people can see why we are spending money.

System water usage review postponed.

Director compensation resolutions approved.  

Easements for system improvements were approved, but easment measurements needed to be widened, homeowners notified about re-write, documents re-written.

Loan application for improvements to system is being worked on by Cyndie.  She will reach out to Anna Miller at State Revolving Fund for assistance.  Hopefully the previous loan paperwork submitted by Mike Lilley can also be referenced.

Contribution to Fire department for using their space for meetings.  The room was reserved for us for every month of the year.  There were covid cased associated with the Fire Station one month, so we held that meeting and the following at the Well field on Highway 200.  The board agreed to a $325.00 contribution.  Motion made by Paula & seconded by Dusty, motion carried and donation approved.  

Budget- Meggan working on Budget projection for this year.  Will be discussed further next month.

New Business:

Homeowner use of district tools:  We had a homeowner who needed to shut off the water to their house to repair a hose hydrant in their yard.  The water service line shut off valve to each house is the responsibility of the homeowner.  The District has tools to shut off water to each house and a wrench to take off the 5 sided security nut that attaches the cap to the curb boxes.  These can be accessed, but the homeowner can also have their own so they can shut off their own water to their house whenever it is needed.  We have a lot of new homeowners on the system that might not be aware that they can own their own tools to shut off their own water.  Andy thinks it is probably a good idea for the homeowner to access the valve and open and close it every couple of years in the summer months so it is easier to turn if it needs to be shut off.  Homeowners can also shut off the water inside of the house and may not be interested in this, but it is information to have available to them. The board will also look at getting a couple more wrenches that will be easier to use and how and where to purchase the tools needed.
