Meeting Minutes

September 10th, 2020 06:00 PM at East Missoula Fire Department

Roll Call: Cyndie Winchell, Meggan Quigley Dusty Deschamps, Michael Bushey, Paula Niccum

Approval of Minutes: A motion was made to approve the minutes as posted on the website.  Motion seconded and carried, minutes approved.

 

Public Input: None.

Andy Mefford, our water system operator with PCI, came to report on maintenance items discussed at the August meeting.  Items he reported on included:

Estimates of replacing the water service line to the Singer house, the Cox house and the George house.  3 options for directional drilling of the line were discussed.  All were expensive.   This line has been an ongoing problem, the piping is obsolete.  The board is exploring financing for these repairs. 

The sewer system manhole covers for sewer line access have settled over the years.  Many are below grade, some are undetectable.  They need to be brought up to grade and made accessible for service access.  Andy brought estimates.  He said the excavator would like Board members to meet with residents before any work was to be performed.  Andy, Cyndie and Paula agreed to meet with district members to discuss the project on Wednesday, September 16.

The septic tanks were pumped, Andy was notified there was a “loose wall” in the first vault of the tank when pumping occurred.  Andy will get clarification on this.

Andy spoke about the inspection of the pressure tank at the booster station on the hill.  It will be inspected and a decision will be made after inspection.  

Andy also brought the Board a list of contractors for the board to call should a problem arise when he is not available.

Financial Information:  Meggan read the July and year end financial reports from the county.  A motion was made to approve and seconded, motion carried and financials approved.

Old Business:

  • Board members made a list to designate who will put out the meeting signs for each month.  Michael will do Oct & Nov, Dusty will do Dec and Jan, Meggan will do Feb and Mar, Cyndie will do April, Paula will do May, Jun, July.  ?? August and September?
  • Tom Walter’s meter needs to be replaced.  He has offered to replace it himself, he installed the existing meter.  He is deciding now whether or not to do it himself.  
  • A resolution was made to issue Tom Carroll a $200 credit for maintaining the well field lot.  He has watered, mowed and trimmed the lot for several years.
  • The board discussed a bill credit for Ray Powell and for Mike Huber for maintenance at the booster station on the hill.  Huber credit will be $60.00, Powell credit for $100.  Resolutions for Ray Powell and Mike Huber to be pepared and voted on at next meeting.
  • Organizing the files at the shed on the well house lot on hold.
  • Housekeeping and cleanup at the booster station on the hill on hold.
