Sunny Meadows Missoula County Water and Sewer District Minutes 

Board of Director’s Meeting, Our Savior’s Lutheran Church

June 5, 2008

Board Members Present: Mike Huber, Bill Engelstad, & Cyndie Winchell.

Also Attending: Paula Niccum, Jim Harrison, and secretary, Joan Kuehn

1. Roll Call

a. Acting President, Cyndie Winchell, called the meeting to order at 7:00 P.M. 

2. Approval of Minutes

a. Mike H. moved, Bill seconded*** and the minutes from May 1st, 2008 were unanimously

approved.

3. Financial Report (through the end of April): Cyndie 

a. One homeowner is behind on payment and will soon receive a cut-off notification. 

b. The present total balance cash assets = $45,154.29

c. Revenue 

i. $ 83,893.98 Total revenue

ii. Trial Balance figures were reviewed.

d. Expenses: Accounts Payable = $ 17,434.42

i. $ 35.50 Office Supplies 11%

ii. $ 15.00 operating supplies 125%

iii. $ 138.11 heat/light/water / 78%

iv. 11.12 sewer / 79%

v. 39.44 phone / 75%

vi. 130.00 audit / 49%

vii. 450.00 contracted services / 86%

viii. 7,859.21 architect/engineering 

ix. 8,756.04 water system mtc 340% (Knife River Hydrant) 

x. Bill moved / Mike H. seconded *** and the financial report was accepted

unanimously.

4. Public Input

a. Paula ensured the sign-in sheet was fully filled out.

5. Old Business

a. EPA Well Status

i. The EPA drilled a new well that is 80 feet deep and pumps 90-120 gallons per

minute. The earliest it will be in use is next Thursday. 

ii. Water testing will happen for 2-10 days.

iii. Brian will call Cyndie when the well is ready enough to permit regular water use.

Cyndie will then call homeowners to inform them of this progress.

iv. Construction on the tank will begin near July 1st.

v. A second well will also soon be drilled for the subdivision.

a. A meeting June 19 for preconstruction planning will be held at the

Lutheran Church. It will be about 4 hours, beginning at 1:00.

b. Craig and our board monitor the work. 

b. Meter Replacement

i. Cyndie signed transfer agreement forms submitted by those eligible for a rebate. 

ii. Jim asked a question on behalf of Gary Bray and board members confirmed that

for those who have receipts for a cost higher than $115, actual meter costs can be

submitted to Mike Lilley who has records of all meter costs. 

6. New Business

a. Engineering

i. Meeting June 19, 1:00, Patterson Construction.

b. Water Use Ordinance #1-2008 First Reading

i. Paula Niccum read the rules and regulations for water use.

c. Water rate Ordinance #2-2008 First Reading

i. Cyndie read the document establishing rates/fees for water and seer usage.

d. Leach Letter 

i. A concern was expressed regarding Canyon River, a topic unrelated to the board’s

responsibility.

7. Adjournment At 8:00, Mike H. moved/Bill seconded***, Tom Walters arrived, and the meeting

unanimously adjourned.

8. The next meeting will also be held at Our Savior’s Lutheran Church, July 3, 2008
