Board Members Present: Mike Lilley, Tom Walter, Cyndie Winchell, and Mike Huber.

1. Roll Call
a. President, Mike Lilley, called the meeting to order at 7:05P.M.
2. Approval of Minutes
a. Cyndie moved, Mike H. seconded*** and the minutes from August 2nd were unanimously
approved.
3. Financial Information
a. Cyndie reported. The present total balance = $53,048.70. Budget projections were quite
accurate this year.
b. Revenue

d. Mike H. moved/Tom seconded *** and the financial report was accepted unanimously.
4. Public Input
a. Four fire hydrants are in the sunny meadows subdivision. One will freeze in winter and
one will not work since being hit by a car. Fire hydrants cost an estimated $4000 / hydrant.
Cyndie moved and Mike H. seconded***that this issue be tabled. All voted yes.
b. One homeowner has recently drilled a well. Our aquifer is 26 feet down. Nothing in the
covenants prevents well drilling for irrigation. Dave Adler’s situation to feed 4-5 houses
was different and required a DEQ permit and subdivision interaction. No permit is
required for a personal well. There was discussion about the impact of if many people
drill.
5. Old Business
a. TSEP Budget
i. There is a new lawyer at TSEP. There is “red tape” but no significant change.
b. Management Plan
i. The DEQ recommends that the entire three-inch line up the hill be replaced. About
300 feet was replaced inappropriately. The DEQ has been very cooperative and
kind to us…rather than punitive, which is their right.
ii. Lee Cox is helpfully remedying some DEQ concerns.
c. Health Advisory
i. Recent water tests were clean / all clear.
6. New Business
a. Engineering
i. Mike L. passed along maps with elevation details of the existing and proposed
water tanks.
ii. Engineers drove a stake in the center of the proposed nineteen-foot tank space. It
will cut the uphill side into the hill. The existing tank will be crushed and covered.
b. Water Use Ordinance 1-2007
i. Joan read aloud this first reading.
ii. Homeowners are in this project together. Adjustments were made to labor costs
and to clarify discontinuation rules. Next year wording about meters will be
revised.
c. Water Rate Ordinance Update 2-2007
i. Paula read aloud this first reading
7. Discussion
a. There was discussion about meters, rebates, credits and tweaking the rate structure.
i. How do we lower the rates without lowering revenue?
ii. Perhaps homeowners will be able to use much more water for the same price.
iii. All water restrictions might be eliminated.
iv. There should be no shortages barring a huge fire.
