Special  Meeting Minutes @ the Bonner School Library

April 19, 2007

  

Board Members Present:  Mike Lilley, Tom Walter, Cyndie Winchell, and Mike Huber

Others Attending Included:   Kevin Cook, Bob Zachariasen, Paula Niccum, Vivian Rusk, Wayne Rusk, 

  and secretary, Joan Kuehn                            

1. Roll Call

a. President, Mike Lilley, called the meeting to order at 7:04P.M.

2. Approval of Minutes

a. Mike H. moved, Tom Walter seconded*** and the minutes from April 5, 2007 were

unanimously approved.

3. Public Input: None

4. Special Business:  Bond Election  

a. In Helena, at the state legislature, House Bill 6 & HB 512 both passed today!

i. If the board chooses to hold a bond election, and members of Sunny Meadows

Water & Sewer District approves the bond, the money is made available on a first

come­first served basis beginning July 1st, 2007.  

ii. Ballots will be mailed June 5th.

iii. Ballots will be due June 6th­25th at the county courthouse.

iv. Notice will be given in the Missoulian.

b. Discussion

i. A combination of grants/ bond money, loans, and district funds will be used for the

$739,500 project ONLY if the bond passes.  The state will pay 2/3 and loans at

below­market­value interest will cover 1/3 of the cost.

ii. There are solutions for lost or damaged ballots.

iii. Our current water rates will NOT change.  They were calculated originally to

include this upgrade.

iv. Wayne inquired about the timeline.  If all goes as planned, digging will start the

summer of 2008 and the work will be completed by the end of the summer.

v. Wayne also wondered about what he will see.  Work will be at the well site and the 

current storage tank area.  A steel tank 28’ high and 25’ in diameter will improve

water pressure.  Streets will not likely be involved.

A resolution to hold a bond election passed unanimously***.

5. Updates:

a. Health Advisory  

i. The second water tests were clean.  There are five locations tested each time and

one where the bacteria issues originated will continuously be tested in the next few

months to ensure safety.  Two tests per month rather than one will monitor the

situation.  

ii. One family was concerned with a child’s sickness after the chlorine shock.  A lower

concentration will be used.  Mike H. & Tom will talk to this family.

iii. Kevin asked if we chlorinate regularly.  No­costs would go up if we chlorinated

daily since additional testing would be required and the taste would deteriorate.

b. Water request for 5 houses closer to Brickyard Hill.

i. Vivian asked what happened with the request and the answer was nothing.  The

person has not been heard from.

c. Meter Purchase / Reimbursement : Cyndie prompted a conversation.

i. All old meters on the system are proposed for upgrade (by a plumber) in the

funding proposal.  For those who recently purchased a new meter, the district plans

to reimburse $115 on each water bill…IF the funds are approved.  The district

would own and maintain all the meters.  

6. Adjournment: Mike H. moved, Tom seconded*** and the meeting adjourned at 7:55 P.M. with a

unanimous vote.*** Vote taken
