Sunny Meadows Missoula County Water and Sewer District<\/h2>\n

Meeting Minutes<\/h2>\n

September 24th, 2026 06:00 PM at East Missoula Fire Department<\/h3>\n

Roll Call:\u00a0 Dusty Deschamps, Cyndie Winchell, Meggan Quigley, Michael Bushey, Paula Niccum, Robbie Ludeman.\u00a0 Michael Harrison also attended.<\/span><\/p>\n

Approval of Minutes: Dusty made a motion to approve the minutes as written, Meggan seconded. motion passed, minutes approved.<\/span><\/p>\n

Financial Information:\u00a0 Meggan has been going back though the financial reports from the county we have received\u00a0 from the county after they finished updating their bookkeeping system.\u00a0 She has received access to our accounts through WorkDay (the county program).\u00a0 She has received some basic training with the new system but feels more training is in order, hopefully with Robbie and Cyndie.\u00a0 They hope to sit down for an hour before the next meeting.\u00a0 <\/span>Meggan says she has been able to pull some reports and make some sense of them.\u00a0 She is also working with Robbie to get the balance sheet she needs to complete the yearly AFR which can be started as soon as the next fiscal year begins.<\/strong><\/p>\n

Public Input:<\/span> Michael Harrison asked if our project engineers had come up with any solution for the pumps in the well lot building.<\/strong>\u00a0 The pump at issue has the valve throttled back and the voltage curve amperage adjusted.\u00a0 This is a temporary fix that is working.\u00a0 Great West will continue to monitor the operation and help us secure a grant for a permanent solution. Mike Neeley thinks we should install three phase pumps instead of VFD’s which would modify the existing pumps to 3 phase operation.<\/strong><\/p>\n

Old Business:\u00a0 Curb stop map- Daniel Fultz said it could be costly to have IMEG create a Curb stop map.\u00a0 The board decided that what we need is a list of addresses of all system hookups and a description of where the curb stops are located on each property.\u00a0 We will generate that document.\u00a0 Cyndie says she has the as-builts for the system, they should be mostly correct.\u00a0 The major change to that information is the relocated curb stops for the homes on the hill that had their sub-standard curb stops replaced as part of the system upgrade.\u00a0 All hydrants including the new ones will also be listed.\u00a0\u00a0<\/span><\/p>\n

Meggan also mentioned that it would be good to have the information in a digital format and the board wants to pursue that.<\/strong><\/p>\n

811 locate ticket network- We can get connected to the 811 line location ticket service so we have a record of any line locates that are done in our system.\u00a0 It should be a good resource in view of the upcoming pipeline relocation project.<\/strong><\/p>\n

Still waiting on the new padlock for the booster station and water tank lot.\u00a0 We have an acceptable lock that will work until we have the replacement.<\/strong><\/p>\n

Ordinance review is still on the to-do list.<\/strong><\/p>\n

New Business:<\/span><\/p>\n

RESOLUTION 2026-06 Director Compensation-\u00a0<\/strong><\/p>\n

District \u00a0bylaws call for each board member to receive $30.00 (thirty dollars and zero cents) for each month they actually attend a meeting.\u00a0 During fiscal year 2026, the various directors attended the number of meetings listed and the compensation total for the year:\u00a0 Dusty Deschamps 9 ($270.00), Paula Niccum 12 ($360.00), Meggan Quigley 10 ($300.00), Michael Bushey 10 ($300.00), and Cyndie Winchell 12 ($360.00).\u00a0 Paula made a motion to approve, Dusty seconded, motion carried and resolution passed.<\/strong><\/p>\n

Sewer lot mowing:\u00a0 The board discussed whether to have Jeff Skelton mow the sewer lot one more time this season.\u00a0 We decided to ask him to do it if he can, and Cyndie will reach out to him.\u00a0\u00a0<\/strong><\/p>\n
