Sunny Meadows Missoula County Water and Sewer District<\/h2>\n

Meeting Minutes<\/h2>\n

August 27th, 2026 06:00 PM at East Missoula Fire Department<\/h3>\n

Roll Call:\u00a0 <\/span>Cynde Winchell, Dusty Deschamps, Michael Bushey, Paula Niccum.\u00a0 Tom Walter and Dace Crist also attended.<\/p>\n

Approval of Minutes:\u00a0 <\/span>Dusty made a motion to approve the minutes, Michael seconded.\u00a0 Motion passed and minutes were approved.<\/p>\n

Financial Information:\u00a0 <\/span>Cyndie stated that the county is reporting our amounts correctly.\u00a0 Dusty asked about the lack of specific information stating what the charges were for is missing in the reports.\u00a0 Cyndie said they have that information and are supposed to provide it, listed on a separate sheet.\u00a0 She said that our finances look ok so far, she recognized almost every one of the charges.\u00a0 She is going to call them and ask for a training session so that she has more specifics about the reports and why they are reported the way they are.\u00a0 As of last meeting, Meggan was scheduled with the county for a one on one with IT to solve security and authentication problems.\u00a0 We should have more information from her next month.\u00a0 Approval of financial reports from the county were tabled until next month.<\/p>\n

Robbie provided meter readings and financial reports to the board.\u00a0 Three households are due to be disconnected if they do not pay their bills. Dusty and Cyndie believe there is still water loss from somewhere on the hill.\u00a0 IMEG is also continuing to work on identifying other leaks.<\/p>\n

Public Input:<\/span>\u00a0 Tom Walter inquired about late charges on his bill.\u00a0 Dace said they had also incurred a late charge.\u00a0 Cyndie explained that some of our previous bookkeepers had not been assigning the late charges that are required by the ordinances and that those had been charged were charged inconsistently.\u00a0 A year ago we notified users that the late fees would be charged where applicable.\u00a0 Cyndie recommended bill payment through a bank account.\u00a0 Michael stated that it worked very well for him as well.<\/p>\n

Old Business:\u00a0\u00a0<\/span>Request for curbstop map from Great West Engineering for IMEG and the board- no information or map yet received.\u00a0 Daniel (IMEG) was going to call Amy and ask about the status of our well house pumps and VFDS’s.\u00a0 He was also going to provide 811 locate system information for the district.\u00a0 Dusty will call Daniel at IMEG and ask about these items.<\/p>\n

O’Berry\/Colter Tee-d water line- Cyndie spoke with Shane O’Berry about putting a meter pit in for his curbstop.\u00a0 His water line is t-eed after the curbstop and one of his two meters has been reading negative which indicates reverse flow and the potential for introducing contaminants into our system.\u00a0 He also said that he had been working on his sprinkler system and had removed the backflow preventer to do the work.\u00a0 We are trying, but it is unlikely that we will be able to fund the meter pit with emergency grant money.\u00a0 He asked what if he refused to install the meter pit and Cyndie told him we will have to shut him off.\u00a0 He stated that he had a water right on his property and might want to drill a well.<\/p>\n

Backflow preventer inspections- Many new homeowners have moved in since we required the installation of backflow preventers on all home water supply lines.\u00a0 The board is planning on initiating inspection of all homes on the system to make sure each one has a functioning backflow preventer.<\/p>\n

Reimbursement to Docusign- Everyone on the board agreed to reimburse Cyndie for the Docusign renewal for the District.<\/p>\n

Corrected Notice of Grant Termination- After Cyndie’s written request to correct the DNRC Notice of Grant Termination,the DNRC responded with a corrected termination letter and a polite apology.<\/p>\n

A new Curbstop key was purchased and placed at the well lot building.<\/p>\n

The Booster station padlock replacement is on the list and our locksmith will replace it.\u00a0 We have another lock on the booster station gate that will suffice until the new one is done.<\/p>\n

New Business:\u00a0\u00a0<\/span>A future projects list was created in the sunnymeadowswater.com Google Drive and shared with all of the board member so they can add items as they come up.<\/p>\n

No Resolutions this meeting.<\/p>\n
