Sunny Meadows Missoula County Water and Sewer District<\/h2>\n

Meeting Minutes<\/h2>\n

July 23rd, 2026 06:00 PM at East Missoula Fire Department<\/h3>\n

Roll Call:\u00a0 <\/span>Cyndie Winchell, Meggan Quigley, Michael Bushey, Dusty Deschamps, Paula Niccum.\u00a0 Michael Harrison also came to the meeting.<\/p>\n

New Business:\u00a0 \u00a0<\/span>Daniel Fultz from IMEG, our water system operators came to discuss the pipeline drilling project, Testing and deadlines and general system operation.\u00a0 We had him go first ahead of the usual business so he would not have to stay for the rest of the meeting.<\/p>\n

We received a violation notice for missing the deadline on the Consumer Confidence Report (CCR).\u00a0 They use RD Labs water testing service to test our water samples.\u00a0 RD Labs has worked for previous water operators and have not always been on time with the reports.\u00a0 Daniel spoke with them and he believes the situation is resolved.\u00a0 He received the CCR this morning, and wanted to us to let him know when the report would be sent out.\u00a0 Cyndie will let him know.\u00a0 Meggan asked Daniel about the deadlines for the report and whether we could send it out earlier, possibly January.\u00a0 Daniel thinks it can be done then, way before the deadline June 30.\u00a0 Daniel has a reminder in his calendar to start on it in January.\u00a0 We asked about having the county test our water but they will not generate the CCR and do not provide some of the other services we need.\u00a0 Nitrites, Lead & Copper sampling due in the future.\u00a0 Daniel said IMEG would be willing to call the night before and remind residents who are taking a sample that it needs to be the first water drawn from the tap in the morning.\u00a0 We will get him a contact list of sample takers.<\/p>\n

Cyndie is getting some correspondence that should be also going to IMEG.\u00a0 Addresses will be updated with DEQ.<\/p>\n

IMEG is evaluating the effect of the service line repair and booster station pressure tank replacement will continue.\u00a0 Daniel has received some of the related meter readings and would like to improve the way the information is shared.\u00a0 Daniel was given Robbie’s contact information so they can discuss the best way to share meter reading information.\u00a0 IMEG will continue to monitor the situation.\u00a0 There may still be another leak in the a line at a home served by the booster station causing water loss.<\/p>\n

Daniel is concerned about the pump situation in the well house.\u00a0 He thinks the sooner we can get the pump VFD’s, the better.\u00a0 Cyndie has contacted Amy twice, she is still be working on it., Her supplier says he is almost done with the equipment packet.\u00a0 Daniel is going to call to Amy for us.<\/p>\n

All of the hydrants have been flushed.\u00a0 One had just a little bit of rust but is fine.<\/p>\n

Daniel suggested getting a planning grant for possible upgrading to the community sewer system.<\/p>\n

Daniel mentioned that the subject of utility locates came up because of the Phillips 66 drilling project.\u00a0 He said he thought we should consider getting into the 811 notification system.\u00a0 We can get set up to receive notifications when utility locates happen at no cost.\u00a0 There is a small fee per ticket and a good idea to have a record keeping system.\u00a0 Dusty made a motion to sign up the district with the 811 system, Cyndie seconded, motion approved.\u00a0 Daniel will get the information for us before we sign up.<\/p>\n

Cyndie told Daniel about a residence in the District that has a tee-d line with both lenes metered, but recently one of the meters has been reading in negative numbers.\u00a0 It is a potential source of contamination and a DEQ violation.\u00a0 Cyndie spoke with him about installing a meter pit a year ago.\u00a0 She is going to get a bid from someone first so she can tell him what is could cost.<\/p>\n

There was a discussion about backflow preventers on all supply lines and whether the recently installed improvements on the hill and the hydrants in the system have backflow prevention devices.\u00a0 This will be added to the project list.<\/p>\n

Approval of Minutes:\u00a0 <\/span>Dusty made a motion to approve the minutes, Michael seconded, minutes approved.<\/p>\n

Financial Information:\u00a0 <\/span>Meggan was able to log in to Workday.\u00a0 She is in communication with IT because there are some problems with authentication and her password.\u00a0 She has a one on one Workday training session scheduled with Britney on Monday to go through how to populate our reports.\u00a0 She does feel like progress is being made but there are no reports to read this month.<\/p>\n

We do have the profit and loss info from Robbie, she sent it about 24 hours before the meeting and not everyone has had the time to look at it.\u00a0 We are going to ask if we can get it by Monday of meeting week.\u00a0 Meggan will ask her. Nothing looked unusual this month.<\/p>\n

Public Input:<\/span>\u00a0 Michael Harrison volunteered his help with diagnosing the well house pump.\u00a0 We let him know we are working with Great West and it is their problem to fix.<\/p>\n

Board reallocation of duties:\u00a0 Cyndie wondered if she should take her name off of the Docusign, Paula asked her not to.\u00a0 Paula offered to help with paperwork, correspondence, writing agendas, running the meetings and then recording and transcribing them for the county and the website.\u00a0 She is going to start on the ordinances so we can discuss updates together at a later date. Dusty offered to start on ordinances as well.<\/p>\n

Website Manager SOT received from Mike Lilley:\u00a0 Paula emailed Mike Lilley to ask for a scope of work\/job description that we can use for potential new website managers.\u00a0 It will be shared in the Sunny Meadows Google Drive.<\/p>\n<\/div>\n

VFD’s for well house pumps:\u00a0 Discussed with Daniel Fultz as recorded above.<\/p>\n

DNRC Notice of Grant Termination:\u00a0 We received a Notice of Grant Termination from the DEQ on completion of our earliest grant.\u00a0 It was correctly addressed to Sunny Meadows Missoula County Water and Sewer District.\u00a0 That was the only place that we were mentioned correctly, they kept referring to us as the Town of Missoula.\u00a0 Cyndie responded by noting the errors, requesting a correct notice and offering her contact information case there were questions.\u00a0 The board read the notice, Dusty said he did not think it was a big problem.\u00a0 We would like to have a correct document for our files, and hope we get a response.\u00a0 Paula will follow up if we do not.<\/p>\n

Booster Station pressure tank replacement, service line replacement, related meter readings and power bill:\u00a0 Discussed with Daniel Fultz as recorded above.<\/p>\n

Ordinance review:\u00a0 Discussed under board reallocation of duties as recorded above.<\/p>\n

Curb stop key replacement:\u00a0 Michael Harrison was going to weld a curb stop key, but decided it would be better to purchase one.\u00a0 He and Cyndie set a time on Friday 7.24 to go and purchase a curb stop key with the credit card.<\/p>\n

Booster Station lock replacement:\u00a0 Cyndie has contacted our locksmith to get another lock with a longer shackle for the booster station.\u00a0 He is really busy right now but we are added to his list and it will get done.<\/p>\n

Weeds were trimmed at the booster station by the board members (July 8?)<\/p>\n

Curb stop map-\u00a0 Steve Williams recommended that we have our engineer make us a curb stop map for the system.<\/p>\n

New Business:\u00a0 <\/strong>Daniel Fultz from IMEG to meet with board as recorded above.<\/strong><\/p>\n

Meggan wanted to notify\/remind everyone that anything that gets posted in the sunnymeadowswater@gmail.com Google drive only appears in the google drive of the individual poster unless that item gets shared with the members of the board.\u00a0 The next time we have a short meeting we can look at how this is done for those who do not know.\u00a0 Meggan emailed screenshots with instructions to all members.<\/p>\n
