2026-06-25"},"content":{"rendered":"<div class=\"agenda-display\">\n<h2>Sunny Meadows Missoula County Water and Sewer District<\/h2>\n<h2>Meeting Minutes<\/h2>\n<h3>June 25th, 2026 06:00 PM at East Missoula Fire Department<\/h3>\n<p><span style=\"font-weight: bold\">Roll Call:\u00a0 <\/span>Cyndie Winchell, Dusty Deschamps, Meggan Quigley, Michael Bushey, Paula Niccum.\u00a0 Mike Harrison also attended.<\/p>\n<p><span style=\"font-weight: bold\">Approval of Minutes:\u00a0 <\/span>Dusty made a motion to approve the minutes, Michel seconded.\u00a0 The motion carried and minutes were approved.<\/p>\n<p><span style=\"font-weight: bold\">Financial Information:\u00a0 <\/span>Meggan will be getting all of f\/y 2026 reports and plans to review them and report back, probably by the next meeting.\u00a0 Cyndie stated that at the meeting with the county finance personnel and commissioners she asked Michelle Denman for the county&#8217;s records of ARPA deposits that had made it to the county and then to our account.\u00a0 This was the fourth time she requested those documents.\u00a0 Meggan thinks that we may be able to find that information now that she can get into the county&#8217;s new bookkeeping system.\u00a0 Robbie&#8217;s reports look good.\u00a0 Cyndie went to the Harmon house and found the radio for the meter in the dirt.\u00a0 It was not reading and needs to be replaced.\u00a0 Cyndie will get a new radio to them and make sure it gets attached to the house.\u00a0 Doug Byrne showed a high flow on his meter, he had recently had a malfunction on the flapper on his toilet which has been repaired.\u00a0 We will know if that was the problem after another reading.<\/p>\n<p><span style=\"font-weight: bold\">Public Input:<\/span> Mike Harrison mentioned that the owners of the property across Edgewood from him want to put six houses on their property and were planning on hooking up to our system.\u00a0 Our system is at the maximum number of allowed hookups.\u00a0 Mike wanted to make sure that it was mentioned in the minutes.<\/p>\n<p><span style=\"font-weight: bold\">Old Business:\u00a0 <\/span><\/p>\n<p>Resolution Review- Cyndie and Paula got together and made sure that the last meetings resolutions were numbered and recorded correctly.<\/p>\n<p>The booster station pressure tank replacement performed by Mickelson Plumbing and the and Harmon residence supply line leak repair performed by Chris Rate (GBC) are both complete.\u00a0 It appears that the booster station pump cycling problem may have been solved.\u00a0 We will continue to monitor the meters and see what effect it has on our power bill.<\/p>\n<p>Ordinance and by-law review:\u00a0 The project is tabled for now.\u00a0 Everyone has their own copy to read and edit individually and will come together to work on it at a later date.<\/p>\n<p>Emergency grant for well house pump VFD&#8217;s:\u00a0 Cyndie called Amy and asked about it so she could report at the meeting.\u00a0 Amy said she has been waiting for a supplier to provide pricing information.\u00a0 She said if she did not hear from them by 5 pm she would contact a different supplier the next day.\u00a0 As soon as she gets a price on a motor she can contact Mike Neeley and he can install them.\u00a0 After the work is done and we have numbers we can complete the grant.<\/p>\n<p>We are still looking for a website manager.\u00a0 Mike is on contract until the end of 2026.\u00a0 Paula will ask him to create a scope of work document so we have more information to give to prospective applicants.<\/p>\n<p><strong>New Business:<\/strong><\/p>\n<p>Board reorganization:\u00a0 Cyndie is considering stepping down as president.\u00a0 The board discussed it and we are going to make some changes to make things easier for her and to distribute tasks more evenly among the members.\u00a0 She has been putting in many extra hours because of\u00a0 the system upgrade, system operator replacement and financial issues with the county.\u00a0 Some of these items are resolved and we expect the rest to be resolved soon.<\/p>\n<p>We also discussed the need to recruit some new members to the board so the institutional knowledge of the system and the district is not lost.\u00a0 3 of the 5 members are retirees and it is important to add some younger members to the board.\u00a0 Maintaining the quality of our water and the safe operation ourselves has enabled us to provide high quality resources without the need for chlorination at the best price we can possibly manage.<\/p>\n<p>County business going forward:\u00a0 This agenda item was in reference to the financial services provided by the county as discussed in the Financial Information section above.<\/p>\n<p>Resolution 2026-01 for Bond Payment WRF-23522:\u00a0\u00a0The District has issued bonds through the DNRC\u2019s Drinking Water State Revolving Fund SRF\/WRF program.\u00a0 The bonds have a payment due on or about July 1, 2026 and the payment amount due is $1,537.54.\u00a0 Dusty made a motion to approve payment of them bond, Paula seconded.\u00a0 The motion carried and payment was approved.<\/p>\n<p>New DEQ regulation- Cyndie was notified that the rules for monthly testing of our water have not changed, but enforcement is being stepped up.\u00a0 This could lead to late charges and other penalties.\u00a0 Cyndie spoke to our operators today (June 25) which was within the timeline but the latest day they had performed the monthly test.\u00a0 We are hoping for most tests to occur during the first two weeks of the month.\u00a0 They are coordinating the tests to be performed at the same time as they test the hydrants and check on the system.<\/p>\n<p>New curb stop key and lock for booster station:\u00a0 The system needs a new\/spare curb key.\u00a0 Mike Harrison said he could weld a new key and charge us just for materials.\u00a0 Dusty made a motion to have Mike perform the work and be reimbursed.\u00a0 Meggan seconded, motion passed.<\/p>\n<p>The booster station lock had to be cut off when Mickelson Plumbing came to replace the pressure tank.\u00a0 We were able to use an old lock with a smaller shackle to lock the gate but it locks more securely with a longer shackle for the gate.\u00a0 Dusty made a motion to replace the lock using the same locksmith that keyed all of our locks for the project.\u00a0 Meggan seconded, motion passed, lock replacement approved.<\/p>\n<p>Volunteers for weed control at the booster station:\u00a0 After asking for volunteers to weed wack the booster station lot, the board agreed to find a date when everyone could go up and do it together as a team.<\/p>\n<p>Our new Water Operator contract is completed and signed.\u00a0 A representative from IMEG will attend the next meeting to discuss the Phillips Petroleum Pipeline project and locates, and signing up with 811.\u00a0 Cyndie will also go to the clerk and Recorder&#8217;s office to request a Platte for the subdivision that should have locations for all curb stops on the system.\u00a0 We want to provide it to our water operatorsand also keep a copy of it in the Google Drive.<\/p>\n<p><span style=\"font-weight: bold\">Adjournment:\u00a0 <\/span>Paula made a motion to adjourn, Meggan seconded, meeting
