Sunny Meadows Missoula County Water and Sewer District<\/h2>\n

Meeting Minutes<\/h2>\n

February 26th, 2026 06:00 PM at East Missoula Fire Department<\/h3>\n

Roll Call:\u00a0<\/span> Cyndie Winchell, Meggan Quigley, Michael Bushey, Paula Niccum.\u00a0 Robbie Ludeman, our bookkeeper also attended.<\/p>\n

Approval of Minutes:\u00a0 <\/span>Michael made a motion to approve the minutes as posted, Cyndie seconded.\u00a0 Motion carried and minutes were approved.<\/p>\n

Financial Information:\u00a0<\/span> There was a discussion about poor communication, lack of support and inadequate information associated with the new software from the county.\u00a0 Meggan, Cyndie and Robbie are all trying to meet with the county and get it resolved.\u00a0 Finances were tabled until the next meeting.<\/p>\n

Public Input:<\/strong>\u00a0none<\/p>\n

Old Business:\u00a0<\/strong><\/p>\n

Upgrade project completion-<\/span> Cyndie has been been working to track down any expenses prior to December 31st 2025 that may be eligible for reimbursement from the remaining ARPA funds.\u00a0 She has found a number of items, including extra bookkeeper hours and training.\u00a0 Cyndie has asked the ARPA administrators for a list of deposits so she can check them against the county.\u00a0 All other aspects of the project have been completed.<\/p>\n

Ordinance & Bylaw review:<\/strong> The board discussed setting a time for updates to the ordinances & bylaws.\u00a0 We discussed breaking them up into smaller pieces and setting a time, possibly at the end of regular meetings to address one.\u00a0 We discussed whether the modifications would be considered an amendment or a change. There was a question about whether we would be required to have public meetings for approval of the changes.\u00a0 We decided to ask Dusty before going forward.\u00a0 Hopefully he will be available to discuss it at the next meeting.<\/p>\n

Booster station issues:\u00a0 <\/strong>We have received one bid to replace the faulty pressure tank at the booster station, which could be the reason that the pumps are cycling so often.\u00a0 it was $6-7000.00.\u00a0 Cyndie is going to ask Mickelson Plumbing for a second bid.\u00a0\u00a0The cause of the constant pump cycling could also be a leak.<\/p>\n

All three of our new operators will be coming to our meeting in March to meet the board.\u00a0 They will talk about the new telemetry system and the booster station cycling.\u00a0 We will also diacuss finishing incomplete projects such as the manhole repairs and sewer line jetting and camera work.<\/p>\n

Base rate increase discussion:\u00a0\u00a0<\/strong>Cyndie proposed that we work on a rate increase in April.\u00a0 Meggan suggested doing ordinance review relating to rates at the same the time.\u00a0 She said we should also consider waiting until the county straightens out our reports.<\/p>\n

Lot Mainteneance:\u00a0\u00a0<\/strong>Cyndie and Michael are discussing whether they want to team up to do the watering and mowing on the well lot and the weed eating at the booster station.\u00a0 The other options are to solicit other system users or to contact out the work.\u00a0 We already contract out the mowing of the sewer drainfield lot.<\/p>\n

List of possible system improvements:\u00a0 <\/strong>If we have any thoughts about system improvements we should make a list for future discussion.<\/p>\n

Meter Reading Reviews:\u00a0\u00a0<\/strong>Cyndie and Robbie will continue to monitor unusual meter readings.\u00a0 We still have have one home showing an alarm for a huge amount of water every month.<\/p>\n

Telemetry:\u00a0\u00a0<\/strong>System and software is installed and Cyndie would like everyone to take a look at the new software website.<\/p>\n

New Business:\u00a0\u00a0<\/span>New operators are coming to next meeting (see above).<\/p>\n

County has scheduled a training class on March 4th.<\/p>\n
