Sunny Meadows Missoula County Water and Sewer District<\/h2>\n

Meeting Minutes<\/h2>\n

September 25th, 2025 06:00 PM at East Missoula Fire Department<\/h3>\n

Roll Call: \u00a0Cyndie Winchell, Paula Niccum, Dusty Deschamps, Meggan Quigley. \u00a0Financial Manager\/Meter Reader <\/span>Robbie Ludeman and Water Operator\/System Manager Tami Quinn also attended.<\/span><\/p>\n

Approval of Minutes: \u00a0Dusty made a motion to approve the minutes, Meggan seconded. \u00a0Motion carried and minutes were approved.<\/span><\/p>\n

Financial Information: \u00a0Financial reports have been received from the county but the new format reports are sketchy, incomplete and confusing.\u00a0 \u00a0Tabled until next meeting.\u00a0<\/span> Dusty suggested meeting with County to address the problems as we are not the only government board who is having issues.<\/strong><\/p>\n

Public Input:<\/span> None.<\/p>\n

Old Business: <\/span><\/p>\n

1.\u00a0 Project Update- \u00a0Tami reported that Amy Deitchler, our engineer is still working to solve the performance issue on well pump #2. \u00a0Nick Close (Great West) is coming to work with Tami on pump #2 on October 8th. \u00a0<\/span><\/p>\n

The tank inspection went really well, some corrosion was found.<\/strong><\/p>\n

The Sanitary Survey will be done October 9th.<\/strong><\/p>\n

All lead and copper results but one are in.<\/strong><\/p>\n

Coliform test results are good.<\/strong><\/p>\n

Tami is working on the sewer line manhole that needs to be raised.\u00a0 The man hole cover is on the Reigard property at 4400 Edgewood.\u00a0 We also need to complete the camera work and jet cleaning of the lines that was paused in November 2021.\u00a0 The works will be scheduled for next spring.<\/strong><\/p>\n

Tami suggested one more mowing of the well lot and septic field.<\/strong><\/p>\n

2.\u00a0Telemetry bids and issues:\u00a0 Tami has been looking at Omni site Telemetry and think it is one good option.\u00a0 The board has also received a bid from Mission Communications SCADA System, it is expensive.\u00a0 Still waiting for another bid.<\/strong><\/p>\n

3.\u00a0 ARPA Compliance Review:\u00a0 ARPA review determined that we need to add conflict of interest language to our by-laws and job descriptions. Our compliance review stated we need to add conflict of interest to bylaws and job descriptions.<\/strong><\/p>\n

4. \u00a0Discussion of financial state and possible rate increase. We have had no rate increase since 2010. \u00a0Discussion is ongoing and we hope it will occur this winter.<\/strong><\/p>\n

5. \u00a0Sewer line video discussion and follow up: \u00a0addressed under item 1 above.<\/strong><\/p>\n

6. \u00a0Updated and revised bookkeeper and meter reader contract- Robbie will review but says so far it looks fine to her.<\/strong><\/p>\n

7. \u00a0New operator\/system manager scope of work and contract- Meggan will write up the document.<\/strong><\/p>\n

8. \u00a0Review meter readings-\u00a0 Cyndie and Tami will go to read meters at the homes that have unusual readings to look for and address conditions such as \u00a0low water consumption, \u00a0leaks, faulty equipment, etc.<\/strong><\/p>\n

9. \u00a0Update ordinances and by-laws: \u00a0The board plans to combine the update of the bylaws and ordinances to include item number three above, which is our compliance review requiring addition of conflict of interest language.<\/strong><\/p>\n

10. \u00a0Michael Harrison suggested the idea of curb stop maintenance information on our website for homeowner use. Curbs top tools are available by contacting a board member or our system Water Operator\/Manager.<\/strong><\/p>\n

New Business:<\/strong><\/p>\n

  1. \u00a0Missoula County sent a message to our Webmaster about federal disability requirements. \u00a0He said they were cost prohibitive. \u00a0We may have to shut down our website due to financial constraints.<\/strong><\/li>\n
  2. SMS issues.\u00a0<\/strong><\/li>\n
  3. Removal of shed on Well house property and storage boxes- Dusty said he would try to get his skid steer to remove the shed from the property. \u00a0The file cabinets have been removed but there are still boxes that need to be moved to the new well building.<\/strong>
