and<\/p>\n<p><span class=\"resolved\"><strong>WHEREAS,<\/strong> the District has the responsibility to maintain the property it owns; and<\/span><\/p>\n<p><strong>WHEREAS,<\/strong> Cyndie and Gary Winchell, residents of the District, performed the necessary work needed on the Tank lot and Sewer lot so repairs could be performed easily and the property maintained;
