Sunny Meadows Missoula County Water and Sewer District<\/h1>\n

Meeting Minutes<\/h2>\n

September 2nd, 2015 06:00 PM at Lutheran Church<\/h3>\n

Roll Call:\u00a0<\/span>Cyndie Winchell, Kari Swenson, Mike Lilley, Barb Powell, Mike Huber, Paula Niccum<\/p>\n

Approval of Minutes: \u00a0<\/span>Motion made by Cyndie to approve minutes as published on website, seconded by Mike Huber, motion carried & minutes approved.<\/p>\n

Financial Information: \u00a0<\/span>No new financials from county.<\/p>\n

\u00a0<\/p>\n

One \u00a0household close to 90 days other than interest charges, Cyndie will call homeowners.<\/p>\n

Public Input:<\/span>\u00a0The Carrols recieved the credit that was due. \u00a0<\/span><\/p>\n

The board received a thank you for quick response to water leak situation last month at the Lerch house (Grob\u2019s residence).<\/p>\n

Mike L. \u00a0will be out of town for 2-3 weeks in September.<\/p>\n

Old Business: \u00a0<\/span>Elections- \u00a03 director positions filled.<\/p>\n

Resolution 2015-6 to appoint paula Niccum.<\/p>\n

Resolution 2015-7 to appoint Barb Powell.<\/p>\n

Resolution 2015-8 to appoint Kari Swanson.<\/p>\n

Darrah-Job residence \u2013 Water board prepared to file a tax lien on the property. \u00a0The owner was \u00a0contacted, then their lawyer called to request a way to get water turned back on. \u00a0The lawyer was \u00a0told to have a cashier’s check for the balance due, a cashiers check was delivered 24 hours later. \u00a0Brian was \u00a0sent out to turn on their water, but the curb stop obstructed, Brian photographed same and went home. \u00a0The residence was billed another charge and water is on. \u00a0if they do not pay, will get shut off. \u00a0<\/p>\n

Quotes had been requested to put shut off for this house on the main. \u00a0An additional request was made to put pit in with a \u00a0meter that cannot be tampered with. The cost would be \u00a0upwards of 2500 dollars. \u00a0Rather than spend that amount of money, meters will be read twice a month on this residence to double check accuracy of readings and monitor this residence.<\/p>\n

Walt balance- Cyndie called Walts because they were in 90 day disconnect range. \u00a0Their bill was confusing, billing had been inconsistent, there were double late fee charges, etc. \u00a0Mike L. \u00a0reviewed the bills, they were off by about $110 over 14 months. \u00a0Our bookkeeper was sent an email to point out errors and suggest corrections. \u00a0She should correct billing. \u00a0 They are current to August 25.<\/p>\n

The Old Marshall grade repair cost about $2000.\u00a0<\/p>\n

New Business: \u00a0<\/span>Director compensation was mentioned, the books are not closed yet, it will be delayed until next month.<\/span><\/p>\n

Director duties were divided up by directors to ensure clear understanding of who does what.<\/p>\n

Bookkeeping: Replacement of our bookkeeper was \u00a0discussed. \u00a0Mike Lilley left the room for the discussion. \u00a0A proposal was submitted by Janet Lilley. \u00a0Statutes regarding nepotism and conflict of interest were discussed. The laws are conflicting, and the county attorney was consulted. \u00a0 Someone other than Mike L. wo uld have to be treasurer. \u00a0It was decided that it is in the best interest of the district to accept her proposal. \u00a0Motion made by Kari Swenson to accept proposal, seconded by Mike H, motion carried.<\/p>\n

Replacement meters: \u00a04 were purchased on line, the first 2 worked ok. \u00a0The 3rd one did not work, and was replaced. \u00a0 \u00a0The homeowner reported water high bills and suspected a faulty meter. \u00a0Directors \u00a0tested the meter with 5 gallon test. The owner \u00a0still questioned meter, so bookkeeper pulled up records. \u00a0The records support district.\u00a0<\/p>\n

The Singer \u00a0residence had second structure with no meter and needed one installed. \u00a0A meter was \u00a0install by Adam Pummil. \u00a0The \u00a0meter determined to read in 1\/10ths \u00a0instead of 1\/100ths. \u00a0The Staffords meter was also determined to be reading in 1\/10ths.. \u00a0 He has been over billed for a while. \u00a0The county needs to issue a refund, a resolution was required to authorize the county to refund 775.08. \u00a0 A motion to make Resolution 2015-5 was made by Mike H, seconded by Kari and motion carried.<\/p>\n

Singer residence: The meter works fine, but will not transfer information to reader so the meter needs to be replaced. \u00a0Meter \u00a0replacement is being investigated. \u00a0Spares will also be purchased. \u00a0Model is master meter dialog 2.<\/p>\n

Adjournment: \u00a0<\/span>Mike L. motioned to adjourn, Cyndie seconded, motion carried and meeting was adjourned.<\/span><\/p>\n
