7. Public Input : \u00a0\u00a0<\/p>\n
a. Vivienne asked how many sewer and water hook\u00adups are currently on the system. \u00a0Mike<\/p>\n
Lilley knew 12 sewer & 53 water.<\/p>\n
b. Tom asked about how much property is needed to increase a drain field? \u00a0At this time two<\/p>\n
lots serve 12 people. \u00a0Half of the field is not used at any one time. \u00a0The theory is to shift use<\/p>\n
and a valve needs to be dug out\/opened\/exercised to use the other half. \u00a0In theory there is a<\/p>\n
drain field and an alternate space with each property. \u00a0The city of Missoula would love to<\/p>\n
force city sewer on the neighborhood. \u00a0The board would like to NOT get involved. \u00a0The<\/p>\n
cost would be high, perhaps $4000, or more, per connection. \u00a0The community septic tank<\/p>\n
was pumped out in 2005 and will be again in a 2007. \u00a0 \u00a0\u00a0<\/p>\n
8. New Business<\/p>\n
a. Discussion was held about a letter Dave Adler submitted to the district requesting five<\/p>\n
water connections in order to subdivide land south of Edgewood Street and build 5 homes.<\/p>\n
Sunny Meadows is designed to support 63 homes. \u00a0There are 53 residences paying for<\/p>\n
water at this time. \u00a0It is unclear who owns the water rights to 10 hook\u00adups. \u00a0A reply will<\/p>\n
inform Mr. Adler that he must locate and purchase all of the needed water rights and pay<\/p>\n
all of the costs to do this construction. \u00a0If accomplished, it would add additional homes that<\/p>\n
may benefit the homeowners when more households share costs of upgrades. \u00a0Dave Adler<\/p>\n
must have a yes or no answer since the proposed area lies within 500 feet of the Sunny<\/p>\n
Meadows area. \u00a0A water right to drill a well can only be obtained if his request is denied.<\/p>\n
b. If everything goes as planned and in the best\u00adcase scenario, all of the proposed upgrades<\/p>\n
will be completed by October of 2008.<\/p>\n
c. Expense Pre\u00adapproval Policy \u2013 Resolution 2006-\u00ad11<\/p>\n
i. A request from the county would alter how the district does business. \u00a0Each month<\/p>\n
at the meetings, the board will look at expenses of the district on a list generated by<\/p>\n
the county. \u00a0Mike L. brought a sample and Cyndie read a draft policy proposal.<\/p>\n
ii. District bills might be late if each waits until a board meeting.<\/p>\n
iii. To prevent default of contractual obligations, or late payment penalties, claim<\/p>\n
submission has been streamlined. \u00a0For oversight, double signatures and safety<\/p>\n
checks will be built\u00adin. \u00a0For example, Josie would not be permitted to pay herself.<\/p>\n
Any check over $400 would require multiple people being aware. \u00a0<\/p>\n
iv. **Cyndie moved, Bill seconded, and a unanimous vote passed Resolution 2006-\u00ad11.<\/p>\n
