1. Roll Call<\/p>\n
a. President, Mike Lilley, called the meeting to order at 7:00 P.M. Only board member<\/p>\n
Tom Walters was absent.<\/p>\n
2. Approval of Minutes, Cyndie moved, Mike H. seconded*** and the minutes from October 6,<\/p>\n
2008 were unanimously approved.<\/p>\n
3. To prioritize Josh, Adam, and Craig\u2019s time, items involving them were moved forward on<\/p>\n
the agenda:<\/p>\n
4. EPA Well status:<\/p>\n
a. The DEQ approval arrived Tuesday.\u00a0<\/p>\n
b. Testing to assure the wells are from the same aquifer was in process.<\/p>\n
c. A tolulene \u201chit\u201d was discussed (most likely from the well drilling). .9ppm-2ppm range\u2019s<\/p>\n
OK. There is currently a waiver on testing. An additional (fourth test each year could be<\/p>\n
required if tolulene is a concern, which could cost $1-2000. We don\u2019t want to lose the<\/p>\n
waiver. Brian is arranging the testing and the EPA pays for this.\u00a0<\/p>\n
i. The EPA has requested final billing from Mike L.\u00a0<\/p>\n
ii. Craig is awaiting the Army Corps of Engineers, but basically the work is completed and<\/p>\n
works well for the district.<\/p>\n
5. Meters:<\/p>\n
a. Only one meter still needs replacement and Judge Deschamps assures it is his fault that it<\/p>\n
isn\u2019t completed yet. Adam will connect and get it done soon.\u00a0<\/p>\n
b. Adam will call or email Mike L when it is done.<\/p>\n
6. Engineering:<\/p>\n
a. Two options were discussed and it was decided to hault the pipe replacement at the point<\/p>\n
where 3\u201d PVC pipe is in a \u201cT\u201d in the road above Kuehn\u2019s home. The per-foot price, hard<\/p>\n
digging near gas\/electrical\/phone lines, pressure testing concerns, safety, and savings lead<\/p>\n
to a decision to leave the pipe that seems to be in good shape in place.\u00a0<\/p>\n
b. Tank, booster station, and upper connection testing will all happen at the same time.\u00a0<\/p>\n
c. All surfaces must be disinfected.<\/p>\n
d. The shut-down will likely happen within one day.\u00a0<\/p>\n
7. Schedule:<\/p>\n
a. One month remains on the contracted time.<\/p>\n
b. The tank is on site<\/p>\n
c. The floor was finished today.<\/p>\n
d. A roof and sides will be built by the weekend (barring weather delays).<\/p>\n
e. Ladders, scaffolding, and the basic structure will be up next week.<\/p>\n
f. The power is in and the booster pump is ready to go.<\/p>\n
g. The open hole at the top will be covered and then re-opened to finish the project.<\/p>\n
h. Final finish grading will probably happen in the spring. Fencing and seeding may delay<\/p>\n
until warm weather, also.<\/p>\n
8. Financial Report (to the end of September)<\/p>\n
Cyndie reported no one is late paying their water bill! Some even have credit!<\/p>\n
