Roll Call<\/p>\n<p style=\"padding-left: 30px;\">a. President, Mike Lilley, called the meeting to order at 7:00 P.M.\u00a0<\/p>\n<p>2. To prioritize Craig\u2019s time, items involving him were moved forward on the agenda:<\/p>\n<p style=\"padding-left: 30px;\">a. New business\u2026Engineering (1) &amp; Possible Project Additions (2), Project Schedule,<\/p>\n<p style=\"padding-left: 60px;\">(3) &amp; Draws (4) along with Old Business\u2026(2) Meter Replacement<\/p>\n<p style=\"padding-left: 60px;\">i. PROJECT SCHEDULE: Work shut down August 25th and stopped the contract. The<\/p>\n<p style=\"padding-left: 90px;\">foundation and piping are ready.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">ii. A tentative tank delivery date was set Sept. 22. Steel prices are rising. The district is<\/p>\n<p style=\"padding-left: 90px;\">fortunate to hold the current price.<\/p>\n<p style=\"padding-left: 60px;\">iii. Site access with a glass-lined tank may prove problematic in winter conditions.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">iv. The tank will take approximately four weeks to erect and an additional week to test.<\/p>\n<p style=\"padding-left: 90px;\">1. Following a complaint from a homeowner;<\/p>\n<p style=\"padding-left: 90px;\">2. L.S. Jensen will repair asphalt near the Burns home at their expense.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">v. PROJECT ADDITION: Additional work to install ~900 feet of pipe, remove and<\/p>\n<p style=\"padding-left: 90px;\">replace a valve hydrant, repair a blow-off hydrant, and contribute to pavement costs was<\/p>\n<p style=\"padding-left: 90px;\">presented. The total cost was estimated at $37,148.<\/p>\n<p style=\"padding-left: 90px;\">1. Options were discussed and the board elected to approve only the pipe<\/p>\n<p style=\"padding-left: 120px;\">installation.\u00a0<\/p>\n<p style=\"padding-left: 90px;\">2. Since Patterson is already bonded and insured and under contract, there are<\/p>\n<p style=\"padding-left: 120px;\">cost savings to do the work now.\u00a0<\/p>\n<p style=\"padding-left: 90px;\">3. Josh suggested the \u201cbest bang for the buck\u201d would be to complete the<\/p>\n<p style=\"padding-left: 120px;\">pipeline. Craig agreed. Most snags in the project would have been<\/p>\n<p style=\"padding-left: 120px;\">encountered by now and the District chose to afford the approximately<\/p>\n<p style=\"padding-left: 120px;\">$32,000 addition. There was a lengthy discussion about affordability and<\/p>\n<p style=\"padding-left: 120px;\">DEQ approval.<\/p>\n<p style=\"padding-left: 90px;\">4. Cyndie moved\/Tom seconded, and a motion to approve the additional<\/p>\n<p style=\"padding-left: 120px;\">project piping as a health and safety priority was unanimously approved.<\/p>\n<p style=\"padding-left: 90px;\">5. FINANCIALS.\u00a0<\/p>\n<p style=\"padding-left: 120px;\">a. Craig will issue a change order immediately.<\/p>\n<p style=\"padding-left: 120px;\">b. A check is in the mail to pay Patterson for completed work.<\/p>\n<p style=\"padding-left: 120px;\">c. The Dorcey and Whitney Bond Council bill was budgeted at $6000<\/p>\n<p style=\"padding-left: 150px;\">yet unexpectedly billed at $7500.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">vi. METER REPLACEMENT: 19 meters total, in 17 residences, must be correctly<\/p>\n<p style=\"padding-left: 90px;\">installed. 14 are finished.<\/p>\n<p style=\"padding-left: 60px;\">vii. The Army Corps of engineers started drilling the new well. OSHA issues will be<\/p>\n<p style=\"padding-left: 90px;\">addressed with Patterson sharing safety equipment.<\/p>\n<p>3. Approval of Minutes, Cyndie moved, Mike H. seconded*** and the minutes from August 7,<\/p>\n<p style=\"padding-left: 30px;\">2008 were unanimously approved.<\/p>\n<p>\u00a04. Financial Report (through the end of July): Cyndie presented a comprehensive report that the<\/p>\n<p style=\"padding-left: 30px;\">secretary failed to obtain a copy of, so a complete report will be submitted for two months in October.\u00a0<\/p>\n<p style=\"padding-left: 30px;\">a. Total assets $42,153.51<\/p>\n<p style=\"padding-left: 30px;\">b. Revenue: 7 deposits were made.<\/p>\n<p style=\"padding-left: 30px;\">\u00a0c. Expenses: $ 6431.62<\/p>\n<p style=\"padding-left: 30px;\">\u00a0d. All but one water bill was within 30 days.\u00a0<\/p>\n<p style=\"padding-left: 30px;\">\u00a0e. At least two homes had wiring repairs on meters.<\/p>\n<p style=\"padding-left: 30px;\">\u00a0f. A budget shortfall of $2200 exists, probably due to rain as compared to last year totals.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">\u00a0Tom expected a higher bill and his system will be checked.<\/p>\n<p style=\"padding-left: 60px;\">\u00a0Mike H. moved \/ Tom seconded *** and the financial report was accepted unanimously.<\/p>\n<p>5. Old Business EPA Well Status: The old well is now permanently out of service. The new well<\/p>\n<p style=\"padding-left: 30px;\">will be fully operating September 15-20. Craig will send a letter to Mike L. when the second 80-foot<\/p>\n<p style=\"padding-left: 30px;\">well is done. Cyndie inquired about a light. Craig explained the new wells will alternate use and an<\/p>\n<p style=\"padding-left: 30px;\">automatic phone will dial if there is ever a problem. Questions about water pressure were discussed.<\/p>\n<p style=\"padding-left: 30px;\">Colors for the small metal building booster station will be decided soon.\u00a0<\/p>\n<p>6. Public Input<\/p>\n<p style=\"padding-left: 30px;\">\uf0d8 Craig presented change orders.<\/p>\n<p>7. New Business<\/p>\n<p style=\"padding-left: 30px;\">\uf076 A project schedule was available in a chart format.<\/p>\n<p style=\"padding-left: 30px;\">\uf076 TSEP and SRF draw money will come in September.<\/p>\n<p style=\"padding-left: 30px;\">\uf076 Resolution 2008-17 to pay Freers $115 for meter costs and Resolution 2008-18, to pay Walts<\/p>\n<p style=\"padding-left: 60px;\">$413.43 was moved by Cyndie\/ seconded by Mike H. and unanimously passed.<\/p>\n<p>\u00a08.
