Roll Call<\/p>\n<p style=\"padding-left: 30px;\">a. President, Mike Lilley called the meeting to order at 7:04 P.M.\u00a0<\/p>\n<p>2. To prioritize Craig\u2019s time, items involving him were moved forward on the agenda:<\/p>\n<p style=\"padding-left: 30px;\">a. New business\u2026Engineering (1) &amp; Project Schedule (2) &amp; Draws (3) along with Old<\/p>\n<p style=\"padding-left: 60px;\">Business\u2026(1) EPA Well Status &amp; (2) Meter Replacement<\/p>\n<p style=\"padding-left: 60px;\">i. The first day of construction had \u201cwrinkles.\u201d The road to the construction site was<\/p>\n<p style=\"padding-left: 90px;\">repositioned and a legal easement seems advisable. A Qwest telephone line was severed<\/p>\n<p style=\"padding-left: 90px;\">and the District lost water July 7th. The line was buried at an inappropriately shallow<\/p>\n<p style=\"padding-left: 90px;\">depth of about 2 inches.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">ii. In general, construction has gone slowly.<\/p>\n<p style=\"padding-left: 90px;\">1. There was discussion about the responsibility of Geo-Tech an the<\/p>\n<p style=\"padding-left: 120px;\">disappointment of discovering the tanks location had to shift. The District<\/p>\n<p style=\"padding-left: 120px;\">chose to dig three test holes and the company did what they were asked.<\/p>\n<p style=\"padding-left: 120px;\">Now a few other adjustments must follow.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">iii. Installation of a blow-off hydrant \/ fire hydrant, and valve gate were successfully<\/p>\n<p style=\"padding-left: 90px;\">completed during the one-day water shut down.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">iv. The tank location had unstable soil and was changed by a 17\u2019 distance.<\/p>\n<p style=\"padding-left: 60px;\">v. Previously paved-over valves are now correctly exposed.<\/p>\n<p style=\"padding-left: 60px;\">vi. Eleven-fourteen meters were installed without the \u201ctouch read\u201d and the readings are now<\/p>\n<p style=\"padding-left: 90px;\">off for billing to be accurate. 17 meters total must be correctly installed.<\/p>\n<p style=\"padding-left: 90px;\">1. Craig will write a letter of concerns tomorrow.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">vii. The tank delivery date is unknown. Work is estimated to pause Aug 18 until it arrives.<\/p>\n<p style=\"padding-left: 60px;\">viii. Next steps in construction include concrete pipes and the ring wall foundation. Tom<\/p>\n<p style=\"padding-left: 90px;\">asked and learned that the tank will arrive in panels about 6\u2019 x 8\u2019.<\/p>\n<p style=\"padding-left: 90px;\">1. Craig will email project schedules in pdf format tomorrow.<\/p>\n<p style=\"padding-left: 60px;\">ix. The Army Corps of engineers will start drilling the new well Aug 14th.<\/p>\n<p style=\"padding-left: 60px;\">x. Payment for mobilization, pipe, main, hydrants, valve, fittings, manhole, materials and<\/p>\n<p style=\"padding-left: 90px;\">storage were billed $191,058.02. There was discussion about payment before the tank is<\/p>\n<p style=\"padding-left: 90px;\">here. The District can withhold 5%, and because it is public money, the payment system<\/p>\n<p style=\"padding-left: 90px;\">is standard. The contract with Patterson assures they will be paid when they send an<\/p>\n<p style=\"padding-left: 90px;\">invoice. It has been challenging for Craig to see Patterson follow a schedule with few<\/p>\n<p style=\"padding-left: 90px;\">people on site.\u00a0<\/p>\n<p style=\"padding-left: 90px;\">1. 1% of the total due is sent to the state of MT and refunded to only<\/p>\n<p style=\"padding-left: 120px;\">contractors from the state, so Patterson will receive the amount at the end of<\/p>\n<p style=\"padding-left: 120px;\">the year.\u00a0<\/p>\n<p style=\"padding-left: 90px;\">2. Patterson must pay the invoice for the tank within one month of our<\/p>\n<p style=\"padding-left: 120px;\">payment OR we can withhold their wages.<\/p>\n<p style=\"padding-left: 90px;\">3. A county account may need to be set up.<\/p>\n<p style=\"padding-left: 60px;\">xi. Mike L. signed 4 copies of paperwork brought by Craig.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">xii. TSEP will monitor District files August 22nd.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">xiii. Mike H. asked and learned that Terrace Industries will assemble the tank and provide<\/p>\n<p style=\"padding-left: 90px;\">telemetry expertise. Tom\u2019s question about the tank manufacturer was Aquastore.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">xiv. Electrical systems are good-to-go. Susan Ames is the electrical engineer.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">xv. WE HAVE A GREAT WELL AND MORE WATER THAN WE CAN USE<\/p>\n<p>\u00a03. Approval of Minutes, Bill moved, Cyndie seconded*** and the minutes from July 3, 2008 were<\/p>\n<p style=\"padding-left: 30px;\">unanimously approved.<\/p>\n<p>\u00a04. Financial Report (through the end of June): Cyndie\u00a0<\/p>\n<p style=\"padding-left: 30px;\">a. Total assets $62,239.13<\/p>\n<p style=\"padding-left: 30px;\">b. Revenue\u00a0<\/p>\n<p style=\"padding-left: 30px;\">* $ 112,359.01 YTD Total revenue<\/p>\n<p style=\"padding-left: 30px;\">* Revenue vs. Actual expenses was reviewed. All water bills are within 30 days.\u00a0<\/p>\n<p style=\"padding-left: 30px;\">\u00a0Mike H. moved \/ Tom seconded *** and the financial report was accepted unanimously.<\/p>\n<p>5. Public Input<\/p>\n<ul>\n<li>Jim commented both of his home\u2019s meters were replaced and the installer said he<\/li>\n<\/ul>\n<p style=\"padding-left: 60px;\">had to \u201cbe above the concrete foundation\u201d and seemed to think he had a different<\/p>\n<p style=\"padding-left: 60px;\">kind of meter and installed it incorrectly. He returned with the reader and the<\/p>\n<p style=\"padding-left: 60px;\">inside was off 100 and the outside off 7000.<\/p>\n<ul>\n<li>Tom inquired about chlorination. The system was zapped for 2 weeks.<\/li>\n<li>Kay wasn\u2019t mailed a bill and the board will see why. Cyndie volunteered to follow-<\/li>\n<\/ul>\n<p style=\"padding-left: 60px;\">up about Jim\u2019s meter readings and the bill. All meters will need to be re-read.<\/p>\n<p>6. Old Business<\/p>\n<p style=\"padding-left: 30px;\">\uf0fc Cyndie read Water Use Ordinance #1-2008 for the 3rd reading. Bill moved, Tom seconded<\/p>\n<p style=\"padding-left: 60px;\">***and there was unanimous vote.<\/p>\n<p style=\"padding-left: 30px;\">\uf0fc Cyndie read Water Rate Ordinance #2-2008 for the 3rd reading. Mike H. moved \/ Tom<\/p>\n<p style=\"padding-left: 60px;\">seconded *** and it also passed unanimously to go in effect November 1, 2008.\u00a0<\/p>\n<p style=\"padding-left: 30px;\">\uf0fc Director Compensation<\/p>\n<p style=\"padding-left: 60px;\">Resolution 2008-14 was moved by Cyndie \/ seconded by Mike H., and passed with all<\/p>\n<p style=\"padding-left: 60px;\">approving stipend payment for $10 per month per meeting attended.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">\uf0a7 Bill $100<\/p>\n<p style=\"padding-left: 60px;\">\uf0a7 Mike H. $120<\/p>\n<p style=\"padding-left: 60px;\">\uf0a7 Mike L. $110<\/p>\n<p style=\"padding-left: 60px;\">\uf0a7 Tom $90<\/p>\n<p style=\"padding-left: 60px;\">\uf0a7 Cyndie $110<\/p>\n<p>7. New Business<\/p>\n<p style=\"padding-left: 30px;\">\uf076 District Bylaws<\/p>\n<p style=\"padding-left: 60px;\">o The District wishes to publish rules and include an imposition of penalties. It was<\/p>\n<p style=\"padding-left: 90px;\">recommended by a lawyer to add to the bylaws that no homeowner can drill a private<\/p>\n<p style=\"padding-left: 90px;\">well without the district\u2019s approval. There was a contamination risk and fairness of<\/p>\n<p style=\"padding-left: 90px;\">payment issue. $40,000 per year is required to pay the District bills.<\/p>\n<p style=\"padding-left: 30px;\">\uf0a7 Cyndie moved \/ Mike H seconded *** and all voted yes to pass resolution<\/p>\n<p style=\"padding-left: 60px;\">2008-15.<\/p>\n<p style=\"padding-left: 30px;\">\uf076 Bookkeeper duties<\/p>\n<p style=\"padding-left: 60px;\">o Cyndie moved \/ Bill seconded *** and Resolution 2008-16 passed unanimously to<\/p>\n<p style=\"padding-left: 90px;\">permit Shelly to be able to write a check up to $500 in value without prior<\/p>\n<p style=\"padding-left: 90px;\">authorization.\u00a0<\/p>\n<p style=\"padding-left: 30px;\">\uf076 Cyndie will begin the process to enter each home and also call each of the new meter candidate<\/p>\n<p style=\"padding-left: 60px;\">homes regarding bill payment. Each will be told the average amount charged for their home in the<\/p>\n<p style=\"padding-left: 60px;\">past two years, and yet be offered to pay a minimum of $50 on their July bill with the<\/p>\n<p style=\"padding-left: 60px;\">understanding that the August bill may be much larger once actual readings are accurate<\/p>\n<p style=\"padding-left: 60px;\">\u00a0At 9:05 PM, Bill moved\/Mike H. seconded***, and the meeting unanimously adjourned.<\/p>\n<p>9. The next meeting will also be held at Bonner Elementary School, Library, September 4, 2008<\/p>\n<p>\u00a0*** Vote taken<\/p>\n<p>10.
