Roll Call<\/p>\n<p style=\"padding-left: 30px;\">a. President, Mike Lilley called the meeting to order at 7:04 P.M.\u00a0<\/p>\n<p>2. To prioritize Craig\u2019s time, items involving him were moved forward on the agenda:<\/p>\n<p style=\"padding-left: 30px;\">a. New business\u2026Engineering (1) &amp; Project Schedule (2)<\/p>\n<p style=\"padding-left: 60px;\">i. Craig helped conduct a contractor\u2019s pre-construction meeting June 19th. It went well.<\/p>\n<p style=\"padding-left: 90px;\">Insurance bonding was straightened out yesterday.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">ii. Craig brought 5 spiral-bound 3\u201d thick project books. Joan signed as witness to Mike<\/p>\n<p style=\"padding-left: 90px;\">Lilley\u2019s five signatures.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">iii. The project will begin Monday, July 7, 2008!<\/p>\n<p style=\"padding-left: 90px;\">1. Ben Schendle will oversee as the equipment moves into place and work<\/p>\n<p style=\"padding-left: 120px;\">proceeds. He is from Great West Engineering.<\/p>\n<p style=\"padding-left: 90px;\">2. A steel tank order has an unscheduled delivery date. If it is late, it MAY<\/p>\n<p style=\"padding-left: 120px;\">stall the 90 day project timeline with no one being at fault, just<\/p>\n<p style=\"padding-left: 120px;\">circumstances beyond anyone\u2019s control.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">iv. Three contract copies were handed off to Mike Lilley for signatures.<\/p>\n<p style=\"padding-left: 60px;\">v. The contractor will start with signed contract copies.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">vi. Craig returned original bids in 11\u201dx14\u201d envelopes.<\/p>\n<p style=\"padding-left: 30px;\">b. Old Business\u2026EPA Well Status (1) &amp; Meter Replacement (2)<\/p>\n<p style=\"padding-left: 60px;\">i. Well construction expenses were arranged through Sunny Meadows rather than the<\/p>\n<p style=\"padding-left: 90px;\">EPA, but are then reimbursed. An amendment to the engineering contract permits<\/p>\n<p style=\"padding-left: 90px;\">this. To fund the second well, the same plan is in place.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">ii. Craig will submit his last bills to Mike L.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">iii. A draw down from TSEP for our bills next month will enhance the district\u2019s finances.<\/p>\n<p style=\"padding-left: 60px;\">iv. Kurt, from the army corps of engineers, will be held accountable for cleaning a dirt<\/p>\n<p style=\"padding-left: 90px;\">pile left from the process of putting in the new well.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">v. The new well seems fine. It is hoped the second will be completed much faster.<\/p>\n<p style=\"padding-left: 60px;\">vi. A relay switch in the well house was adjusted and then the system worked fine after<\/p>\n<p style=\"padding-left: 90px;\">prior glitches and resetting issues.<\/p>\n<p style=\"padding-left: 60px;\">vii. Craig mentioned the two contractors will overlap. Susan Ames did the electrical<\/p>\n<p style=\"padding-left: 90px;\">engineering for the project, and she has been in contact with Patterson.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">viii. Seventen homes need new meters. Cyndie will inform homeowners with Mike H.<\/p>\n<p style=\"padding-left: 90px;\">willing to assist telling his nearest neighbors.<\/p>\n<p style=\"padding-left: 60px;\">ix. New meters will be tested using a reader in the well house. Craig assured that the<\/p>\n<p style=\"padding-left: 90px;\">reading off the old meter will be taken.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">x. Currently, two homes read meters indoors.<\/p>\n<p style=\"padding-left: 90px;\">1. Craig departed.<\/p>\n<p>\u00a03. Approval of Minutes, Mike H. moved, Cyndie seconded*** and the minutes from June 5th, 2008<\/p>\n<p style=\"padding-left: 30px;\">were unanimously approved.<\/p>\n<p>\u00a04. Financial Report (through the end of May): Cyndie\u00a0<\/p>\n<p style=\"padding-left: 30px;\">a. The present total balance cash assets = $45,397.72<\/p>\n<p style=\"padding-left: 30px;\">b. There were 11 deposits and a TSEP draw for $6,784.21 this month. (96% of the budget<\/p>\n<p style=\"padding-left: 60px;\">has been spent with one month to go.\u00a0<\/p>\n<p style=\"padding-left: 30px;\">c. Revenue\u00a0<\/p>\n<p style=\"padding-left: 60px;\">i. $ 96,594.44 YTD Total revenue<\/p>\n<p style=\"padding-left: 60px;\">ii. Revenue vs. Actual expenses were reviewed. Revenue included:<\/p>\n<p style=\"padding-left: 60px;\">iii. $ 6,784.21 Treasure State Endowment Program (TSEP)<\/p>\n<p style=\"padding-left: 60px;\">iv. $ 5,329.78 Metered water sales<\/p>\n<p style=\"padding-left: 60px;\">v. $ 505.32 Sewer charges<\/p>\n<p style=\"padding-left: 60px;\">vi. $ 81.15 Investment earnings<\/p>\n<p style=\"padding-left: 60px;\">vii. $ 12,700.46 Total revenue<\/p>\n<p style=\"padding-left: 30px;\">d. Expenses: $ 6,658.03<\/p>\n<p style=\"padding-left: 60px;\">i. $ 23.99 Office Supplies 18%<\/p>\n<p style=\"padding-left: 60px;\">ii. $ 124.00 Postage 130%<\/p>\n<p style=\"padding-left: 60px;\">iii. $ 493 AD\/Legal Publications 246%<\/p>\n<p style=\"padding-left: 60px;\">iv. $ 154.20 heat\/light\/water \/ 83%<\/p>\n<p style=\"padding-left: 60px;\">v. 10.41 sewer \/ 87%<\/p>\n<p style=\"padding-left: 60px;\">vi. 39.44 phone \/ 82%<\/p>\n<p style=\"padding-left: 60px;\">vii. 215.00 audit \/ 56%<\/p>\n<p style=\"padding-left: 60px;\">viii. 450.00 contracted services \/ 93%<\/p>\n<p style=\"padding-left: 60px;\">ix. 100.00 Consultants 100%<\/p>\n<p style=\"padding-left: 60px;\">x. 5,047.99 architect\/engineering\u00a0<\/p>\n<p style=\"padding-left: 60px;\">xi. Mike H. moved \/ Bill seconded *** and the financial report was accepted<\/p>\n<p style=\"padding-left: 90px;\">unanimously.<\/p>\n<p>5. Public Input<\/p>\n<p style=\"padding-left: 30px;\">Mike H inquired about EPA billing and Mike L replied that bills were paid in a few days with<\/p>\n<p style=\"padding-left: 30px;\">direct deposit to another account which seemed rapid.<\/p>\n<p>6. Old Business<\/p>\n<p style=\"padding-left: 30px;\">a. EPA Well Status<\/p>\n<p style=\"padding-left: 60px;\">xii. Resolution 2008-12 amended the contract with Great West. Great West vivdly lost<\/p>\n<p style=\"padding-left: 90px;\">money on the last well. The loss cannot be recovered with this contract.<\/p>\n<p style=\"padding-left: 60px;\">xiii. Mike will sign only when all of the paperwork is in order.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">xiv. Bill moved\/Mike H seconded *** and all voted to proceed.<\/p>\n<p style=\"padding-left: 60px;\">xv. Neighbor, Dusty Deschamps, reported to Mike L that a court case forced someone to<\/p>\n<p style=\"padding-left: 90px;\">abandon a well in a water district near Helena due to the safety risk. Sunny Meadows<\/p>\n<p style=\"padding-left: 90px;\">will now assume responsibility for water quality to the district and will prevent others<\/p>\n<p style=\"padding-left: 90px;\">from drilling wells in the future.<\/p>\n<p style=\"padding-left: 30px;\">b. Meter Replacement\u2026\u2026\u2026.covered earlier<\/p>\n<p style=\"padding-left: 30px;\">c. Water Use Ordinanace #1-2008 Second Reading, read by Cyndie Winchell<\/p>\n<p style=\"padding-left: 30px;\">d. Water Rate Ordinance #2-2008 Second Reading, read by Mike H.<\/p>\n<p style=\"padding-left: 30px;\">e. Transfer Agreements\u00a0<\/p>\n<p style=\"padding-left: 60px;\">i. Seven families have not turned in the water meter transfer agreement mailed to them.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">ii. Mike L. signed one agreement for Darrah Job that was received recently.\u00a0<\/p>\n<p>7. New Business<\/p>\n<p style=\"padding-left: 30px;\">a. Engineering &amp; Project schedule above<\/p>\n<p style=\"padding-left: 30px;\">b. Draw<\/p>\n<p style=\"padding-left: 60px;\">iii. Resolution 2008-11<\/p>\n<p style=\"padding-left: 60px;\">iv. Bill moved\/Mike H. seconded***, and all voted yeah to another TSEP draw.<\/p>\n<p style=\"padding-left: 30px;\">c. Board Compensation<\/p>\n<p style=\"padding-left: 60px;\">v. If the budget remains in the black, board members are entitled to a token amount of<\/p>\n<p style=\"padding-left: 90px;\">compensation ($10 per meeting). Each signed acceptance based on attendance.<\/p>\n<p style=\"padding-left: 30px;\">d. Budget<\/p>\n<p style=\"padding-left: 60px;\">vi. Mike presented a proposed budget with estimates for next year.<\/p>\n<p style=\"padding-left: 60px;\">vii. There was discussion and a decision to increase the bookkeeper\u2019s wage to $23\/hour<\/p>\n<p style=\"padding-left: 90px;\">and $115 meter reading fee. Cyndie moved\/Bill seconded *** all voted yes.<\/p>\n<p style=\"padding-left: 60px;\">viii. A decision was made to monitor Brian\u2019s wage through the end of his 2-year contract.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">ix. Our revenue cannot and will not exceed expectations of income. The budget had<\/p>\n<p style=\"padding-left: 90px;\">increases in insurance, power bills, and general cost-of-living amounts.<\/p>\n<p style=\"padding-left: 60px;\">x. Bill moved\/Mike H. seconded *** and Resolution 2008-13 was unanimously passed.<\/p>\n<p style=\"padding-left: 30px;\">e. Freer Transfer<\/p>\n<p style=\"padding-left: 60px;\">xi. The Freer family will be issued a check for the transfer reimbursement since a renter is<\/p>\n<p style=\"padding-left: 90px;\">in the home.<\/p>\n<p style=\"padding-left: 30px;\">f. Carroll Compensation<\/p>\n<p style=\"padding-left: 60px;\">i. Mike H. will talk to Tom Carroll to ensure he is still comfortable mowing for the<\/p>\n<p style=\"padding-left: 90px;\">district.<\/p>\n<p style=\"padding-left: 60px;\">ii. The board wanted him thanked for a wonderful job!<\/p>\n<p style=\"padding-left: 30px;\">g. Contractor Compensation<\/p>\n<p style=\"padding-left: 30px;\">i. Discussed under d.iii.<\/p>\n<p style=\"padding-left: 30px;\">h. The community septic system was pumped in 2007 and is due again in 2009. It should be<\/p>\n<p style=\"padding-left: 60px;\">allowed in the budget next summer.<\/p>\n<p>\u00a08.
