Roll Call<\/p>\n<p style=\"padding-left: 30px;\">a. President, Mike Lilley, called the meeting to order at 7:00 P.M.\u00a0<\/p>\n<p>2. Approval of Minutes<\/p>\n<p style=\"padding-left: 30px;\">a. Cyndie moved, Mike H. seconded*** and the minutes from March 6th, 2008 were<\/p>\n<p style=\"padding-left: 60px;\">unanimously approved.<\/p>\n<p>3. To maximize the use of Craig\u2019s time, discussion about PROJECT BIDS was first:<\/p>\n<p style=\"padding-left: 30px;\">a. A 3-page handout was distributed.<\/p>\n<p style=\"padding-left: 30px;\">b. Two contractors bid on the Sunny Meadows Project with Craig\u2019s estimate, Patterson<\/p>\n<p style=\"padding-left: 60px;\">Enterprises and Dick Anderson Construction totals compared in columns. The board has<\/p>\n<p style=\"padding-left: 60px;\">60 days to accept or reject the bids.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">i. Schedule A glass-lined storage Patterson $469,455 D. Anderson $543,500<\/p>\n<p style=\"padding-left: 60px;\">ii. B epoxy-coated $429,695 $504,500<\/p>\n<p style=\"padding-left: 60px;\">iii. C welded steel 0000 0000<\/p>\n<p style=\"padding-left: 30px;\">c. The Patterson bid had a mistake regarding the amount to be charged for installing meters.<\/p>\n<p style=\"padding-left: 60px;\">A letter followed to explain the error.\u00a0<\/p>\n<p style=\"padding-left: 30px;\">d. There was lengthy discussion about the legality issues\/risks of accepting the Patterson bid<\/p>\n<p style=\"padding-left: 60px;\">as the lower offer, which it would be, without the error. If re-advertised, a cost of $7000<\/p>\n<p style=\"padding-left: 60px;\">would seem prohibitive to board members, so Mike L. was designated to follow up with<\/p>\n<p style=\"padding-left: 60px;\">legal council for advise.\u00a0<\/p>\n<p style=\"padding-left: 30px;\">e. The funding agencies must also approve the bid.<\/p>\n<p style=\"padding-left: 30px;\">f. The board discussed typical contingency funding plans are 9% of a budget total. Craig<\/p>\n<p style=\"padding-left: 60px;\">feels, \u201cpretty confident\u201d the entire project can be completed within the budget even<\/p>\n<p style=\"padding-left: 60px;\">installing a glass-lined tank, which has far easier maintenance requirements (cleaning<\/p>\n<p style=\"padding-left: 60px;\">rather than emptying, drying, and going without water\/shutting down for 7-10 days).Anna<\/p>\n<p style=\"padding-left: 60px;\">Miller at DNRC has assured there is the fall-back emergency option of increasing the loan<\/p>\n<p style=\"padding-left: 60px;\">to the district.\u00a0<\/p>\n<p style=\"padding-left: 30px;\">g. Patterson has recently been awarded many Missoula contracts and has a good reputation.<\/p>\n<p style=\"padding-left: 60px;\">Dick Anderson is a large firm based in Helena.<\/p>\n<p>4. Old Business\u00a0<\/p>\n<p style=\"padding-left: 30px;\">a. EPA Well Status<\/p>\n<p style=\"padding-left: 60px;\">i. The EPA will drill a new well beginning Monday.<\/p>\n<p style=\"padding-left: 60px;\">ii. A stake is in the ground marking the location.<\/p>\n<p style=\"padding-left: 60px;\">iii. Three different agreements were secured to accomplish the drilling.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">iv. The former well was an open-hole, economical version, but the new one will have<\/p>\n<p style=\"padding-left: 90px;\">screening specifically designed for nearby soil and will be a much higher quality<\/p>\n<p style=\"padding-left: 90px;\">well, which seems a great bonus!<\/p>\n<p style=\"padding-left: 60px;\">v. The DEQ was extremely helpful and fast with processing the district\u2019s well<\/p>\n<p style=\"padding-left: 90px;\">approval. If the aquifer ends up 30 feet below ground level, it would be perfect.<\/p>\n<p style=\"padding-left: 90px;\">Currently it is 36 feet, but at less than 25 feet, on-going chlorination would be<\/p>\n<p style=\"padding-left: 90px;\">required.<\/p>\n<p style=\"padding-left: 60px;\">b. Meter Replacement<\/p>\n<p style=\"padding-left: 90px;\">i. A letter is ready and will be mailed to homeowners soon.\u00a0<\/p>\n<p>5. Financial Information (as of the end of February)<\/p>\n<p style=\"padding-left: 30px;\">a. Cyndie reported.\u00a0<\/p>\n<p style=\"padding-left: 30px;\">b. All payments are current to 60 days.<\/p>\n<p style=\"padding-left: 30px;\">c. The present total balance cash assets = $61,118.54<\/p>\n<p style=\"padding-left: 30px;\">d. Revenue\u00a0<\/p>\n<p style=\"padding-left: 60px;\">i. $ 11,269.33 Total revenue<\/p>\n<p style=\"padding-left: 30px;\">e. Expenses: Accounts Payable = $10,737.93\u00a0<\/p>\n<p style=\"padding-left: 60px;\">i. $ 75.00 operating supplies 122%<\/p>\n<p style=\"padding-left: 60px;\">ii. $ 139..14 heat\/light\/water \/ 69%<\/p>\n<p style=\"padding-left: 60px;\">iii. 10.10 sewer \/ 61%<\/p>\n<p style=\"padding-left: 60px;\">iv. 39.44 phone \/ 60%<\/p>\n<p style=\"padding-left: 60px;\">v. 185.00 audit \/ 41%<\/p>\n<p style=\"padding-left: 60px;\">vi. 450.00 contracted services \/ 72%<\/p>\n<p style=\"padding-left: 60px;\">vii. 1427,25 architect\/engineering\u00a0<\/p>\n<p style=\"padding-left: 60px;\">viii. 48.00 water systems \/ 4%<\/p>\n<p style=\"padding-left: 60px;\">ix. 8,164.00 construction \/ engineering\u00a0<\/p>\n<p style=\"padding-left: 30px;\">\u00a0f. Mike H. moved \/ Tom seconded *** and the financial report was accepted unanimously.<\/p>\n<p>6. Public Input<\/p>\n<p style=\"padding-left: 30px;\">a. None\u00a0<\/p>\n<p>7. New Business<\/p>\n<p style=\"padding-left: 30px;\">a. Engineering &amp; Project Bids \u2026first item tonight<\/p>\n<p style=\"padding-left: 30px;\">b. TSEP Draw \u2026none this month<\/p>\n<p style=\"padding-left: 30px;\">c. Well Control Zone Agreements<\/p>\n<p style=\"padding-left: 60px;\">i. The department of Environmental Quality (DEQ) required assurance of a 60-foot<\/p>\n<p style=\"padding-left: 90px;\">radius around the wellhead being free of chemicals and contaminants.<\/p>\n<p style=\"padding-left: 90px;\">1. Natalie Morrow assisted by signing an easement agreement.<\/p>\n<p style=\"padding-left: 90px;\">2. The county asked for assurance there would be water district-overseen weed<\/p>\n<p style=\"padding-left: 120px;\">control along Sunnyside Court and the side median, then signed.<\/p>\n<p style=\"padding-left: 90px;\">3. The state could not agree they might not place a borrow pit in the area.<\/p>\n<p style=\"padding-left: 120px;\">a. Two signs posting \u201cherbicide free\u201d area will be posted.<\/p>\n<p style=\"padding-left: 120px;\">b. Each Feb-March, the weed district will renew \/discuss weed<\/p>\n<p style=\"padding-left: 150px;\">practices.<\/p>\n<p style=\"padding-left: 120px;\">c. Natural weed reduction suggestion booklets were available and Tom<\/p>\n<p style=\"padding-left: 150px;\">took them first for review.\u00a0<\/p>\n<p style=\"padding-left: 30px;\">d. Morrow Compensation<\/p>\n<p style=\"padding-left: 60px;\">i. Ideas were discussed and Mike L. will bring resolution proposals next month to<\/p>\n<p style=\"padding-left: 90px;\">express appreciation for both Morrow and Engelstad property support for the water<\/p>\n<p style=\"padding-left: 90px;\">district project.\u00a0<\/p>\n<p>8.
