Missoula County, Craig Pozega,<\/h4>\n<h4>Engineer from Great West\u00a0<\/h4>\n<p>1. Roll Call<\/p>\n<p style=\"padding-left: 30px;\">a. President Mike Lilley called meeting to order and decided to change the<\/p>\n<p style=\"padding-left: 60px;\">\u00a0order of the Agenda to accommodate evening travel in inclement weather<\/p>\n<p style=\"padding-left: 60px;\">\u00a0for Russ Forba from the EPA and Craig Pozega of Great West<\/p>\n<p style=\"padding-left: 60px;\">\u00a0Engineering\u00a0<\/p>\n<p style=\"padding-left: 30px;\">b. All attendees were introduced.<\/p>\n<p>\u00a02. Russ Forba of the EPA and Board President Mike Lilley discussed that<\/p>\n<p style=\"padding-left: 30px;\">\u00a0progress has been made in an agreement between the EPA and our water\u00a0<\/p>\n<p style=\"padding-left: 30px;\">\u00a0District in regard to the replacement of at least one of our wells and a pump<\/p>\n<p style=\"padding-left: 30px;\">\u00a0due to dropping water levels as a result of the draw down of the Milltown<\/p>\n<p style=\"padding-left: 30px;\">\u00a0Dam. A very interesting discussion ensued in regard to the project and the\u00a0<\/p>\n<p style=\"padding-left: 30px;\">\u00a0Federal Procurement Process. As we cannot wait for a lengthy process when<\/p>\n<p style=\"padding-left: 30px;\">\u00a0the health and welfare of 53 households are potentially at risk of water<\/p>\n<p style=\"padding-left: 30px;\">\u00a0shortages and possible contamination, the EPA ands The Sunny Meadows<\/p>\n<p style=\"padding-left: 30px;\">\u00a0Water and Sewer District has come to a cooperative agreement. We will pay\u00a0<\/p>\n<p style=\"padding-left: 30px;\">\u00a0for the engineering and The EPA will transfer the reimbursement money to us<\/p>\n<p style=\"padding-left: 30px;\">\u00a0for the new well and the pump. This should be performed by Mid March.\u00a0<\/p>\n<p style=\"padding-left: 30px;\">\u00a0Cynthia Winchell asked Russ if the SMWASD would be protected and<\/p>\n<p style=\"padding-left: 30px;\">\u00a0costs covered should our other well and pump go down, he said they would<\/p>\n<p style=\"padding-left: 30px;\">\u00a0take care of that expense also and not to worry. The draw down is scheduled\u00a0<\/p>\n<p style=\"padding-left: 30px;\">\u00a0for March 17. Russ also asked that a member of our board attend the Bonner<\/p>\n<p style=\"padding-left: 30px;\">\u00a0Community council meeting on Monday February 11 to show our gratitude to\u00a0<\/p>\n<p style=\"padding-left: 30px;\">\u00a0the EPA for the help they are offering our project. The projected cost if the\u00a0<\/p>\n<p style=\"padding-left: 30px;\">\u00a0District were to replace our wells and pumps is around $200,000.00, so this<\/p>\n<p style=\"padding-left: 30px;\">\u00a0project will help us significantly.<\/p>\n<p>3. 7:20 PM: Craig Pozega brought samples of the glass water tank finish. We<\/p>\n<p style=\"padding-left: 30px;\">discussed our choices of tanks:<\/p>\n<p style=\"padding-left: 60px;\">a. Glass<\/p>\n<p style=\"padding-left: 60px;\">b. Bolted<\/p>\n<p style=\"padding-left: 60px;\">c. Welded<\/p>\n<p style=\"padding-left: 30px;\">\u00a0our ultimate choice depends on funds available. We thought green might be<\/p>\n<p style=\"padding-left: 30px;\">\u00a0a nice choice of color.<\/p>\n<p>4. We discussed with Craig our bidding process for our project and certain<\/p>\n<p style=\"padding-left: 30px;\">language neede to be included such as Liquidated Damages, unschedualed<\/p>\n<p style=\"padding-left: 30px;\">employment. etc. we thought $700.00 per day in damages was fair. We need<\/p>\n<p style=\"padding-left: 30px;\">to go forward with getting the easement from The Engelstads for the tank,<\/p>\n<p style=\"padding-left: 30px;\">hope to eventually hear from MS in the County Attorney\u2019s office. We need to<\/p>\n<p style=\"padding-left: 30px;\">put a notice in the Missoulian in regard to the Project and funds thast are to<\/p>\n<p style=\"padding-left: 30px;\">be used. There has to be a 30 day comment period for the deq Environmental<\/p>\n<p style=\"padding-left: 30px;\">Review before approval. We will have a pre-bid conference here.<\/p>\n<p>5. 7:45 PM Peter Nielsen from Missoula County<\/p>\n<p style=\"padding-left: 30px;\">Peter had been watching the water levels in our area due to several well<\/p>\n<p style=\"padding-left: 30px;\">failures since the pumping of the Milltown Dam began. They dropped<\/p>\n<p style=\"padding-left: 30px;\">transducers in our well Jan. 3rd to obtain data. He told us the aquifer actually<\/p>\n<p style=\"padding-left: 30px;\">drops in the Winter and rises in the summer. He showed us the pattern of our<\/p>\n<p style=\"padding-left: 30px;\">aquifer flow from the Blackfoot along the Clark Fork under Missoula to the<\/p>\n<p style=\"padding-left: 30px;\">Bitteroot and again to the Clark Fork.\u00a0<\/p>\n<p>6. 8:09 PM Regular Meeting<\/p>\n<p style=\"padding-left: 30px;\">a. Minutes from Jan meeting approved, Bill Engelstad made the motion,<\/p>\n<p style=\"padding-left: 60px;\">Mike Huber second.\u00a0<\/p>\n<p style=\"padding-left: 30px;\">b. Mike Lilley presented Resolution 2008-02 Authorizing RRGL<\/p>\n<p style=\"padding-left: 60px;\">Contract, Bill Engelstad motion to accept, Mike Huber second,<\/p>\n<p style=\"padding-left: 60px;\">approved<\/p>\n<p style=\"padding-left: 30px;\">d. Resolution 2008-03 Procedures for Bidding the Project, Bill<\/p>\n<p style=\"padding-left: 60px;\">Engelstad Motion, Mike Huber second, approved<\/p>\n<p style=\"padding-left: 30px;\">e. Resolution 2008-04 Preferences for the Water Tank<\/p>\n<p style=\"padding-left: 60px;\">Bill Engelstad motion, Mike Huber second, approved<\/p>\n<p style=\"padding-left: 30px;\">f. Resolution 2008-05 Approving entering into an Agreement with the<\/p>\n<p style=\"padding-left: 60px;\">EPA to replace one well and one pump with a contingency for<\/p>\n<p style=\"padding-left: 60px;\">replacement of the second should it fail.
