Roll Call<\/p>\n<p style=\"padding-left: 30px;\">a. President, Mike Lilley, called the meeting to order at 7:00 P.M. All board members were<\/p>\n<p style=\"padding-left: 60px;\">present.\u00a0<\/p>\n<p style=\"padding-left: 30px;\">b. All attendees were introduced to Shelly. Shelly inquired about responsibilities to reconcile<\/p>\n<p style=\"padding-left: 60px;\">accounts with the county. She does not need to take time to do this, however, she should<\/p>\n<p style=\"padding-left: 60px;\">email meter reading spread sheets after Jan 28th\u00a0<\/p>\n<p>2. Approval of Minutes<\/p>\n<p style=\"padding-left: 30px;\">a. Mike H. moved, Bill seconded*** and the minutes from December 6, 2007 were<\/p>\n<p style=\"padding-left: 60px;\">unanimously approved.<\/p>\n<p>3. Financial Information (as of the end of November)<\/p>\n<p style=\"padding-left: 30px;\">a. Cyndie reported.\u00a0<\/p>\n<p style=\"padding-left: 30px;\">b. One family has a substantial credit and will be offered reimbursement. All payments are<\/p>\n<p style=\"padding-left: 60px;\">current.<\/p>\n<p style=\"padding-left: 30px;\">c. Cyndie will meet with Dale Bickel soon to clarify the meaning of all parts of the confusing<\/p>\n<p style=\"padding-left: 60px;\">county reports. She\u2019s working hard to understand it all.\u00a0<\/p>\n<p style=\"padding-left: 30px;\">d. The present total balance cash assets = $36,528.76<\/p>\n<p style=\"padding-left: 30px;\">e. 47.5% of the budget has already been collected.<\/p>\n<p style=\"padding-left: 30px;\">f. The CAFR budget came due for several months worth of work. T. $26,592\u00a0<\/p>\n<p style=\"padding-left: 30px;\">g. Revenue\u00a0<\/p>\n<p style=\"padding-left: 60px;\">i. $ 4004.85 Total revenue<\/p>\n<p style=\"padding-left: 60px;\">h. Expenses: amount this month \/ % spent.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">i. $ 15.00 supplies 101%<\/p>\n<p style=\"padding-left: 60px;\">ii. $ 86.80 Postage 75%<\/p>\n<p style=\"padding-left: 60px;\">iii. $ 199.17 advertising 57%<\/p>\n<p style=\"padding-left: 60px;\">iv. 000 Dues 30%<\/p>\n<p style=\"padding-left: 60px;\">v. $ 111.45 heat\/light\/water \/ 55%<\/p>\n<p style=\"padding-left: 60px;\">vi. 8.98 sewer \/ 36%<\/p>\n<p style=\"padding-left: 60px;\">vii. 39.43 phone \/ 30%<\/p>\n<p style=\"padding-left: 60px;\">viii. 450.00 contracted services \/ 51%<\/p>\n<p style=\"padding-left: 60px;\">ix. 100.00 consultant \/ 63%<\/p>\n<p style=\"padding-left: 60px;\">x. 3,908.20 construction\/engineering\u00a0<\/p>\n<p style=\"padding-left: 60px;\">xi. 84.81 special tax \/ assessments<\/p>\n<p style=\"padding-left: 60px;\">xii. 000 Insurance 105%<\/p>\n<p style=\"padding-left: 60px;\">xiii. 19,751.23 construction \/ engineering 110%<\/p>\n<p style=\"padding-left: 60px;\">xiv. $ 24,900.07 Total Expenditures \/ 110%<\/p>\n<p style=\"padding-left: 90px;\">Mike L. shared a budget list with highlighted items where the amount is already overspent for the year.<\/p>\n<p style=\"padding-left: 90px;\">There are five lines of concern. At some point the board may choose to make a budget amendment. Bill<\/p>\n<p style=\"padding-left: 90px;\">commented in agreement with Mike L. that there is enough in the full budget although exact expected<\/p>\n<p style=\"padding-left: 90px;\">amounts in particular line items may need to be fine tuned.\u00a0<\/p>\n<p style=\"padding-left: 30px;\">d. Bill moved \/ Tom seconded *** and the financial report was accepted unanimously.<\/p>\n<p>4. Public Input<\/p>\n<p style=\"padding-left: 30px;\">a. A fire hydrant at the corner of Lerch and Ola seems frozen. It is unclear if it would work if<\/p>\n<p style=\"padding-left: 60px;\">tried. Revenue may be short if a repair is needed.\u00a0<\/p>\n<p>5. Old Business<\/p>\n<p style=\"padding-left: 30px;\">a. Meter reading \/ Billing Clerk<\/p>\n<p style=\"padding-left: 60px;\">i. We all met Shelly earlier<\/p>\n<p style=\"padding-left: 30px;\">b. Fire Hydrants<\/p>\n<p style=\"padding-left: 60px;\">i. There has been no bill yet from JTL for the fire hydrant repairs.<\/p>\n<p style=\"padding-left: 60px;\">ii. The repair was deeper than expected, and one hydrant was moved about six feet.<\/p>\n<p style=\"padding-left: 30px;\">c. Contracts<\/p>\n<p style=\"padding-left: 60px;\">i. Formal contracts have been signed for Shelly and Brian\u2019s services.<\/p>\n<p style=\"padding-left: 90px;\">There was a lengthy discussion regarding fire hydrant structure, repair, accessibility, tools, security, and<\/p>\n<p style=\"padding-left: 90px;\">shut off potential. Bill will investigate and check for information from Kevin Price.<\/p>\n<p>6. New Business<\/p>\n<p style=\"padding-left: 30px;\">a. Engineering<\/p>\n<p style=\"padding-left: 60px;\">i. Mike L. reported that design documents were delivered today after an edit. Craig<\/p>\n<p style=\"padding-left: 90px;\">will bring the finalized design to a special meeting:<\/p>\n<p style=\"padding-left: 120px;\">\u00a0January 17th\u00a0, 7:00 PM, Bill will secure the location<\/p>\n<p style=\"padding-left: 30px;\">b. Aquifer Issues<\/p>\n<p style=\"padding-left: 60px;\">i. Tom shared information from a water rights specialist. Jim shared contrary<\/p>\n<p style=\"padding-left: 90px;\">information \u201cold timer\u201d residents have been told. There was a meeting planned Jan<\/p>\n<p style=\"padding-left: 90px;\">4 and a follow-up meeting planned with the Missoula County commissioners<\/p>\n<p style=\"padding-left: 90px;\">addressing concerns about wells drying up and changing depths. The EPA is<\/p>\n<p style=\"padding-left: 90px;\">monitoring our wells and others in the area. Mike L. pointed out that there is lots of<\/p>\n<p style=\"padding-left: 90px;\">speculation and little data. It is unknown what data was used to decide to draw<\/p>\n<p style=\"padding-left: 90px;\">down the water with the dam removal. A few neighbors were sincerely hurt by our<\/p>\n<p style=\"padding-left: 90px;\">own previous water operator\u2019s actions and the board members were regretful for<\/p>\n<p style=\"padding-left: 90px;\">their situation.\u00a0<\/p>\n<p style=\"padding-left: 60px;\">ii. EPA monitoring tells if there are heavy metals in the water system. We will now<\/p>\n<p style=\"padding-left: 90px;\">check well levels better.<\/p>\n<p style=\"padding-left: 30px;\">c. Meter Reading Dates<\/p>\n<p style=\"padding-left: 60px;\">i. A draft letter to homeowners was shared. Meter reading dates for the 2008<\/p>\n<p style=\"padding-left: 90px;\">year are scheduled to be Jan 28, Feb 28, May 26, Jun 30, Jul 28, Aug 25, Sep<\/p>\n<p style=\"padding-left: 90px;\">29, and Oct 27, all Mondays.\u00a0<\/p>\n<p>7.
