Board Members Present: Mike Lilley, Tom Walter, Cyndie Winchell, and Mike Huber,<\/p>\n
and Bill Engelstad<\/p>\n
Also Attending: Ernie Johnson\u00a0<\/p>\n
1. Roll Call:\u00a0<\/p>\n
a. Mike Lilley called the meeting to order a 7:00 P.M.\u00a0<\/p>\n
2. Approval of the Minutes for October 4th, 2007 was unanimously approved. By the<\/p>\n
board.\u00a0<\/p>\n
3. Financial Information<\/p>\n
a. Reported by Cyndie Winchell\u2014Mike Huber moved\/Tom seconded.\u00a0<\/p>\n
b. The financial report was accepted unanimously.\u00a0<\/p>\n
4. Public Input<\/p>\n
a. One person is 90 days pass the due on their water bill and will be sent a 10<\/p>\n
day notice to pay or their water will be shut off.\u00a0<\/p>\n
5. Old Business<\/p>\n
a. TSEP forms were signed. Mike Lilley approved the Resolutions 2007-16.<\/p>\n

b. Fire Hydrants\u2014Mel Holtz, Fire Marshal for the East Missoula Fire<\/p>\n
District visited our meeting. A 30 day compliance order to have all the<\/p>\n
fire hydrants workable by the end of the month was issued. It was<\/p>\n
discussed that JTL was supposed to have two of them replaced and<\/p>\n
working by last week but JTL is running late. Bill Engelstad is looking<\/p>\n
into the matter to find out what the schedule is for replacement. Were<\/p>\n
hoping the meters will be working by the end of the month. According to<\/p>\n
Mr. Holtz, the fire hydrants must by tested each year and every three years<\/p>\n
each hydrant must be completely taken apart and serviced.—Mr. Holtz<\/p>\n
also informed us that we would be required to supply water for fire<\/p>\n
suppression to homes in the local area outside the subdivision.\u00a0<\/p>\n
c. Water Use Ordinance\u2014Cindy read the water use ordinance 1-2007.<\/p>\n
Motion to approve by Bill Engelstad\/2nd by Mike Huber.<\/p>\n
d. Water Rate Ordinance—Tom Walter read the water rate ordinance 2-2007.<\/p>\n
Motion to approve by Mike Huber\/2nd by Cyndie Winchell.\u00a0<\/p>\n
e. Ernie Johnson mentioned when he was part of board 15 years ago we<\/p>\n
should have started raising the water rates. It was discussed most people<\/p>\n
in the subdivision would understand why the rates are in place today if<\/p>\n
they attended the meetings more often. We all expressed our<\/p>\n
disappointment that more people don\u2019t show up. We understand many<\/p>\n
people are upset over the water rates but most people don\u2019t show up for<\/p>\n
the meeting and at least listen and offer their input. We discussed in about<\/p>\n
a year, our new reservoir should be in place and we are hoping we can do<\/p>\n
something about offering more water for possibly less money. f. It was unanimously ok by the all board members to help Lee Cox with the<\/p>\n
new back flow device he had to replace. The $415 the board offered will<\/p>\n
be worked out with his monthly water bill.\u00a0<\/p>\n
6. New business<\/p>\n
a. Mike explained that TSEP was in the process of completing the grants.\u00a0<\/p>\n
b. Next week the tank site will be inspected.\u00a0<\/p>\n
c. Mike Lilley and Cyndie Winchell interviewed a person for the<\/p>\n
replacement of our current meter reader and billing clerk. It sounds as<\/p>\n
though we will accept her. She apparently is a real standout for the job.<\/p>\n
She was offered $15.00 per hour to start and next year the board will<\/p>\n
review her current status. Tom we accept her and Bill seconded the<\/p>\n
motion.\u00a0<\/p>\n
d. District By laws\u2014Cindy moved and Mike Huber 2nd the motion.<\/p>\n
