Roll Call<\/p>\n<p style=\"padding-left: 30px;\">a. President, Mike Lilley, called the meeting to order at 7:05P.M.<\/p>\n<p>2. Approval of Minutes<\/p>\n<p style=\"padding-left: 30px;\">a. Cyndie moved, Mike H. seconded*** and the minutes from August 2nd\u00a0were unanimously<\/p>\n<p style=\"padding-left: 60px;\">approved.<\/p>\n<p>3. Financial Information<\/p>\n<p style=\"padding-left: 30px;\">a. Cyndie reported. The present total balance = $53,048.70. Budget projections were quite<\/p>\n<p style=\"padding-left: 60px;\">accurate this year.<\/p>\n<p style=\"padding-left: 30px;\">b. Revenue\u00a0<\/p>\n<p style=\"padding-left: 60px;\">i. $ 4184.54 Total revenue<\/p>\n<p style=\"padding-left: 30px;\">c. Expenses:\u00a0<\/p>\n<p style=\"padding-left: 60px;\">i. $1,255.00 Insurance<\/p>\n<p style=\"padding-left: 60px;\">ii. 161.00 Josie \/ bookkeeping<\/p>\n<p style=\"padding-left: 60px;\">iii. 192.40 testing<\/p>\n<p style=\"padding-left: 60px;\">iv. 82.00 stamps<\/p>\n<p style=\"padding-left: 60px;\">v. 38.76 Qwest<\/p>\n<p style=\"padding-left: 60px;\">vi. 60.87 Northwestern energy<\/p>\n<p style=\"padding-left: 60px;\">vii. 250.92 \u201c \u201c<\/p>\n<p style=\"padding-left: 60px;\">viii. 8.82 \u201c \u201c<\/p>\n<p style=\"padding-left: 60px;\">ix. 678.00 Contracted services<\/p>\n<p style=\"padding-left: 60px;\">x. 100.00 meter reading<\/p>\n<p style=\"padding-left: 60px;\">xi. $2827.77 Total Expenditures\u00a0<\/p>\n<p style=\"padding-left: 30px;\">d. Mike H. moved\/Tom seconded *** and the financial report was accepted unanimously.<\/p>\n<p>4. Public Input<\/p>\n<p style=\"padding-left: 30px;\">a. Four fire hydrants are in the sunny meadows subdivision. One will freeze in winter and<\/p>\n<p style=\"padding-left: 60px;\">one will not work since being hit by a car. Fire hydrants cost an estimated $4000 \/ hydrant.<\/p>\n<p style=\"padding-left: 60px;\">Cyndie moved and Mike H. seconded***that this issue be tabled. All voted yes.<\/p>\n<p style=\"padding-left: 30px;\">b. One homeowner has recently drilled a well. Our aquifer is 26 feet down. Nothing in the<\/p>\n<p style=\"padding-left: 60px;\">covenants prevents well drilling for irrigation. Dave Adler\u2019s situation to feed 4-5 houses<\/p>\n<p style=\"padding-left: 60px;\">was different and required a DEQ permit and subdivision interaction. No permit is<\/p>\n<p style=\"padding-left: 60px;\">required for a personal well. There was discussion about the impact of if many people<\/p>\n<p style=\"padding-left: 60px;\">drill.\u00a0<\/p>\n<p>5. Old Business<\/p>\n<p style=\"padding-left: 30px;\">\u00a0a. TSEP Budget<\/p>\n<p style=\"padding-left: 60px;\">i. There is a new lawyer at TSEP. There is \u201cred tape\u201d but no significant change.<\/p>\n<p style=\"padding-left: 30px;\">b. Management Plan<\/p>\n<p style=\"padding-left: 60px;\">i. The DEQ recommends that the entire three-inch line up the hill be replaced. About<\/p>\n<p style=\"padding-left: 90px;\">300 feet was replaced inappropriately. The DEQ has been very cooperative and<\/p>\n<p style=\"padding-left: 90px;\">kind to us\u2026rather than punitive, which is their right.<\/p>\n<p style=\"padding-left: 60px;\">ii. Lee Cox is helpfully remedying some DEQ concerns.\u00a0<\/p>\n<p style=\"padding-left: 30px;\">c. Health Advisory<\/p>\n<p style=\"padding-left: 60px;\">i. Recent water tests were clean \/ all clear.<\/p>\n<p>6. New Business<\/p>\n<p style=\"padding-left: 30px;\">a. Engineering<\/p>\n<p style=\"padding-left: 60px;\">i. Mike L. passed along maps with elevation details of the existing and proposed<\/p>\n<p style=\"padding-left: 90px;\">water tanks.<\/p>\n<p style=\"padding-left: 60px;\">ii. Engineers drove a stake in the center of the proposed nineteen-foot tank space. It<\/p>\n<p style=\"padding-left: 90px;\">will cut the uphill side into the hill. The existing tank will be crushed and covered.<\/p>\n<p style=\"padding-left: 30px;\">b. Water Use Ordinance 1-2007<\/p>\n<p style=\"padding-left: 60px;\">i. Joan read aloud this first reading.<\/p>\n<p style=\"padding-left: 60px;\">ii. Homeowners are in this project together. Adjustments were made to labor costs<\/p>\n<p style=\"padding-left: 90px;\">and to clarify discontinuation rules. Next year wording about meters will be<\/p>\n<p style=\"padding-left: 90px;\">revised.<\/p>\n<p style=\"padding-left: 30px;\">c. Water Rate Ordinance Update 2-2007<\/p>\n<p style=\"padding-left: 60px;\">i. Paula read aloud this first reading<\/p>\n<p>7. Discussion<\/p>\n<p style=\"padding-left: 30px;\">a. There was discussion about meters, rebates, credits and tweaking the rate structure.<\/p>\n<p style=\"padding-left: 60px;\">i. How do we lower the rates without lowering revenue?<\/p>\n<p style=\"padding-left: 60px;\">ii. Perhaps homeowners will be able to use much more water for the same price.<\/p>\n<p style=\"padding-left: 60px;\">iii. All water restrictions might be eliminated.<\/p>\n<p style=\"padding-left: 60px;\">iv. There should be no shortages barring a huge fire.<\/p>\n<p>8.
