1. Roll Call<\/p>\n
a. President, Mike Lilley, called the meeting to order at 7:00P.M. All board members ere<\/p>\n
present.<\/p>\n
2. Approval of Minutes<\/p>\n
a. Bill moved, Cyndie seconded*** and the minutes from May 3, 2007 were unanimously<\/p>\n
approved.<\/p>\n
3. Financial Information<\/p>\n
a. Cyndie reported the district\u2019s income.\u00a0<\/p>\n
i. $1312.01<\/p>\n
ii. $252.80 pool fund<\/p>\n
iii. $1564.81 Total revenue<\/p>\n
b. Expenses:<\/p>\n

c Bills<\/p>\n
The billed May monthly amount is $ 2805.40, 23 owners went over the basic rate.<\/p>\n
No debts are outstanding except one in the 31-60 day range and the residents are out-of-town and have made arrangements to pay.<\/p>\n
d. Discussion\u00a0<\/p>\n
i. The fiscal year ends June 30. Budget tracking needs to report percentages of period<\/p>\n
reported. How we are doing needs to be tracked against our forecast. Page three<\/p>\n
(3) of the county report has information to share in future meetings. Cyndie assured<\/p>\n
she will compile this.\u00a0<\/p>\n
ii. Cyndie reported the lab services amount for this year were at 100%.<\/p>\n
e. Bill moved\/Mike H. seconded *** and the financial report was accepted unanimously<\/p>\n
4. Public Input<\/p>\n
a. One home in the subdivision is being sold. The board noted there MAY be a water concern<\/p>\n
between the curb and the house at that location, but it is not absolutely clear.<\/p>\n
b. Joan called nearly every homeowner last evening to urge voting for the election ballot.\u00a0<\/p>\n
c. Tom brought up an issue with a dog. The board does not deal with issues beyond water<\/p>\n
and sewer.<\/p>\n
5. Old Business<\/p>\n
a. Grant Administration<\/p>\n
i. Resolution 2007-05<\/p>\n
1. The evaluation committee recommended Great West Engineering be<\/p>\n
awarded the bid to do grant administration for the water system upgrade.\u00a0<\/p>\n
2. ***Cyndie moved\/Tom seconded, and a unanimous vote passed the motion.<\/p>\n
b. Bond Election<\/p>\n
i. There are 119 voters in the district, at least 36 must respond to have a valid election.<\/p>\n
ii. If 36-48 respond, 60% must vote yes for it to pass.<\/p>\n
iii. If over 48, 50%<\/p>\n
iv. The election closes June 26, 2007. The board must certify the election.\u00a0<\/p>\n
v. Should Mike L. be out-of-town, Cyndie will go to the courthouse June 28th.<\/p>\n
c. Sewer Maintenance<\/p>\n
i. Bill reported that the septic system was pumped. LOTS of baby wipes compromise<\/p>\n
the system working effectively, so a memo was sent with bills asking this practice<\/p>\n
to STOP!<\/p>\n
ii. Bill checked the valves and they won\u2019t turn. He decided to leave them alone. He<\/p>\n
preferred to not force turning the valves and risk raw sewage getting into yards.\u00a0<\/p>\n
iii. Cyndie noted one hone has a second water meter that\u2019s been discovered. Bill will<\/p>\n
visit the family and learn more information.<\/p>\n
iv. Tom asked if the valve can be soaked or lubricated. Bill replied he is scared to<\/p>\n
force it. Mike is scared of chemicals. It hasn\u2019t been moved in 29 years. Right now<\/p>\n
it isn\u2019t the focus.<\/p>\n
v. All homes on Meadowview and half of Ola Streets are on the sewer system.<\/p>\n
vi. All owners should know to not flush baby wipes whether it be into the community<\/p>\n
or their own private septic system.\u00a0<\/p>\n
d. Summer Watering Restrictions<\/p>\n
i. Resolution 2007-07<\/p>\n
ii. Bill moved\/Mike H. seconded, and a unanimous vote passed the motion to approve<\/p>\n
summer watering restrictions.\u00a0<\/p>\n
e. November Election<\/p>\n
i. Three (3) board members have terms ending in January 2008\u2026Tom, Mike H., and<\/p>\n
Bill.\u00a0<\/p>\n
ii. If exactly three people run, no election is needed which will save the district money.<\/p>\n
iii. Filing for the four-year terms can happen from June 24-August 23. Current board<\/p>\n
members were encouraged to think about if they would like to consider still serving.<\/p>\n
iv. It takes obtaining five (5) signatures from fellow Sunny Meadows voters to run and<\/p>\n
new board members are welcome.<\/p>\n
6. New Business<\/p>\n
a. Resolution 2007-06<\/p>\n
b. Mike L. provided a proposed fiscal year budget. The bond election is estimated to cost<\/p>\n
approximately $800. Lab services are increased. Grant administration will soon need to be<\/p>\n
in place and Great West is likely losing money on this cost while increasing a few other<\/p>\n
costs (about $1500 out of a $93,000 budget).<\/p>\n
c. Cyndie looked over the budget and said, \u201cIt looks nice.\u201d It was passed around for<\/p>\n
comments.<\/p>\n
d. ***MikeH. Moved \/ Bill seconded, and the budget was unanimously approved\u00a0<\/p>\n
e. Craig thought that the fire hydrant repair could happen this year.<\/p>\n
7. Adjournment At 8:10 P.M., Mike H. moved \/ Bill seconded, and the meeting unanimously adjourned.<\/p>\n
