1. Roll Call<\/p>\n
a. President, Mike Lilley, called the meeting to order at 7:01 P.M.<\/p>\n
b. All attendees introduced themselves.<\/p>\n
c. Mike Lilley indicated that Joan was unable to attend, and requested that Bill E. record the minutes.<\/p>\n
2. Approval of Minutes<\/p>\n
a. Mike Huber moved and Tom Walter seconded a motion to accept the minutes from November 2, 2006, (passed<\/p>\n
by unanimous vote).<\/p>\n
3. Financial Information : \u00a0Cyndie<\/p>\n
Beginning balance for the subdivision account = $19,979.50<\/p>\n
Balance cleared = $23,738.78<\/p>\n
1) One homeowner was sent a disconnect notice yesterday. \u00a0Frustration was expressed trying to rectify being a<\/p>\n
good neighbor \/ being forgiving verses holding consistently delinquent payers accountable. \u00a0Concern was<\/p>\n
voiced for letting anyone end up owing hundreds of dollars and potentially getting into a place where<\/p>\n
payment becomes out\u00adof\u00adreach. \u00a0Consensus was to follow the current policy with increased late fees. \u00a0<\/p>\n
2) Just one homeowner is over 90 days past due on payment. \u00a0The family assured monthly payments, but failed<\/p>\n
to follow through. \u00a0<\/p>\n
3) Tom Walter will personally visit the home to talk.<\/p>\n
4) Cyndie Winchell will follow up with one other family who is behind two payments. \u00a0<\/p>\n
5) Board members feel personal issues are none of their business and expressed willingness to work with any<\/p>\n
struggling family if they informed the board with enough notice to off\u00adset hardship.<\/p>\n
6) Bill moved, Mike H. seconded, and the financial report was unanimously accepted.<\/p>\n
7) Mike L. asked that in the future income and expenses be reported.<\/p>\n
4. Funding Update<\/p>\n
a. TSEP has sent the board a letter indicating that we are number 13 on their priority list (as sent to the legislature)<\/p>\n
for grant funding. \u00a0 They anticipate funding the top ranked 31 projects, so we will be being recommended for the<\/p>\n
full $325,000 grant we applied for. \u00a0The next step in that process is to go before the legislature and answer any<\/p>\n
questions they have, etc. \u00a0Mike L. was asked to communicate with Kevin Furey in hopes of getting his support at<\/p>\n
the legislature.<\/p>\n
b. There is still no news on the DNRC\/RRGL grant we applied for.<\/p>\n
5. Public Input : \u00a0 None<\/p>\n
6. New Business<\/p>\n
a. District Budget \u2013 Resolution 2006-\u00ad12<\/p>\n
The District budget resolution was discussed. \u00a0Bill moved, and Mike H. seconded, that we adopt the resolution as<\/p>\n
written. \u00a0The motion passed by unanimous vote.<\/p>\n
b. Board Agency Communications<\/p>\n
Mike Lilley suggested that the board write letters to support the agencies that have been working with us, and helping<\/p>\n
them to keep funded. \u00a0Among the agencies suggested were TSEP, DNRC\/RRGL, DNRC\/SRF, and W2ASACT.<\/p>\n
