Monthly Meeting Minutes @ the Bonner School Library<\/h2>\n

October 5, 2006<\/h2>\n
Board Members Present: \u00a0Bill Engelstad , Mike Huber, Mike Lilley, Tom Walter, and Cyndie Winchell<\/strong><\/div>\n
\u00a0<\/div>\n
Guests: \u00a0Kevin Cook, Tony Niccum, Paula Niccum, and clerk\/secretary, Joan Kuehn<\/strong><\/div>\n
\u00a0<\/div>\n
1. Roll Call<\/strong><\/div>\n
a. President, Mike Lilley, called the meeting to order at 7:01 P.M.<\/div>\n
b. All attendees introduced themselves.<\/div>\n
2. Approval of Minutes<\/strong><\/div>\n
a. Cyndie moved and Bill seconded a motion to accept the minutes from August 3, 2006, (unanimous vote<\/div>\n
passed)<\/div>\n
3. Financial Information : \u00a0Cyndie<\/strong><\/div>\n
Beginning balance for the subdivision account = $19,979.50<\/div>\n
Balance cleared = $23,738.78<\/div>\n
1) One homeowner was sent a disconnect notice yesterday. Frustration was expressed trying to rectify<\/div>\n
being a good neighbor \/ being forgiving verses holding consistently delinquent payers accountable.<\/div>\n
Concern was voiced for letting anyone end up owing hundreds of dollars and potentially getting into<\/div>\n
a place where payment becomes out\u00adof\u00adreach. Consensus was to follow the current policy with<\/div>\n
increased late fees.<\/div>\n
2) Just one homeowner is over 90 days past due on payment. The family assured monthly payments,<\/div>\n
but failed to follow through.<\/div>\n
3) Tom Walter will personally visit the home to talk.<\/div>\n
4) Cyndie Winchell will follow up with one other family who is behind two payments.<\/div>\n
5) Board members feel personal issues are none of their business and expressed willingness to work<\/div>\n
with any struggling family if they informed the board with enough notice to off\u00adset hardship.<\/div>\n
6) Bill moved, Mike H. seconded, and the financial report was unanimously accepted.<\/div>\n
7) Mike L. asked that in the future income and expenses be reported.<\/div>\n
4. Public Input : \u00a0None<\/strong><\/div>\n
5. Old Business :<\/strong><\/div>\n
a. Resolution 2006-\u00ad10 \u00a0Mike Huber motioned, Bill Engelstad seconded, and a unanimous vote passed<\/div>\n
altering the by\u00adlaws to reflect changing the fiscal year from Jan\u00adDec to July first\u00adJune thirtieth. This<\/div>\n
change was requested by Missoula County and changes Article 5, Section 8, line 1.<\/div>\n
b. All information for the water district is available on the website found on our bills.<\/div>\n
